Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced the ten-minute citizen comment period with the City Council. Bill Haney spoke in regard to the Surcharge Ordinance stating the SMCISD, San Marcos Baptist Academy and a local barbeque restaurant still had high COD levels in their samples, and he again suggested the City scrap this plan. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Convention and Visitors Bureau. Mr. Hart moved to appoint Monica Blackburn of the Factory Shops (to complete a vacancy), which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Central Texas Higher Education Authority. Mr. Moore moved to appoint Nick Retana (to complete a vacancy) on behalf of Mr. Guerra, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Commission for Women. Mr. Moore moved to appoint Gloria Mendoza (to complete a vacancy) on behalf of Mr. Guerra, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING A SCHOOL ZONE SPEED LIMIT ON A PORTION OF STAGECOACH TRAIL IN THE CITY; AMENDING THE TRAFFIC REGISTER; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR A PENALTY; PROVIDING FOR PUBLICATION; DECLARING AN EMERGENCY AND ESTABLISHING AN EFFECTIVE DATE. Mr. Moore moved for adoption of the Ordinance on emergency and Mr. Cox seconded the motion, which passed unanimously. * Mr. Guerra present at 8:18 p.m.; Mr. Hernandez present at 8:30 p.m.
