RESOLUTION 2016 -103 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, SUPPORTING THE SUBMISSION OF A TCEQ/EPA <br />319 GRANT PROPOSAL FOR WATERSHED PROTECTION PLAN <br />(WPP) WATER QUALITY MEASURES TO THE TEXAS COMMISION <br />ON ENVIRONMENTAL QUALITY AND DECLARING AN EFFECTIVE <br />DATE. <br />RECITALS: <br />1. The City of San Marcos, Texas State University, Hays County and other stakeholders <br />are finalizing the Watershed Protection Plan (WPP) which provides a comprehensive description <br />of the San Marcos River watershed and general strategies for water quality and source water <br />protection. <br />2. The WPP together with the Water Quality Protection Plan (WQPP) are guiding <br />documents and will perform as a master plan. <br />3. Both documents have been developed over a three year period with a diverse set of <br />stakeholders. <br />4. The WPP acts as the umbrella document that includes components from the Edwards <br />Aquifer Habitat Conservation Plans's (HCP) WQPP, Code SMTX process, City and University <br />programs and outreach as well as the Hays County HCP and other related activities. <br />5. All measures and recommendations in the WPP are individually eligible for funding <br />with State and Federal Clean Water Act funds and the Meadows Center for Water and the <br />Environment (MCWE), on behalf of the WPP Stakeholder Committee, will submit a TCEQ/EPA <br />319 grant proposal in September of 2016. <br />6. A TCEQ/EPA 319 grant can be used to fund water quality enhancement measures <br />such as best management practices for new developments, retrofits for existing development, <br />demonstration projects to encourage adoption of water quality protection practices, education <br />and outreach strategies, non - structural management measures including land management <br />strategies and preservation of undeveloped land, the analysis and improvement of codes and <br />regultations impacting water quality and information gathering and monitoring to address <br />remaining data gaps. <br />7. The San Marcos City Council wishes to support the submission of the TCEQ /EPA <br />319 grant proposal for WPP water quality measures to the Texas Commission on Environmental <br />Quality. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />L7 <br />
