Call To Order <br /> With a quorum present,the special meeting of the San Marcos City Council <br /> was called to order by Mayor Pro Tern Thomaides at 12:00 p.m. Friday, <br /> September 16, 2016 in the City Council Chambers, 630 E. Hopkins, San <br /> Marcos, Texas 78666. <br /> II. Roll Call <br /> Mayor Guerrero, Council Member Prather and Council Member Hughson <br /> were all absent due to their attendance at the Austin Business Journal's <br /> Economic Growth Summit Luncheon that conflicted with this meeting. <br /> Present: 4- Mayor Pro-Tem John Thomaides, Deputy Mayor Pro Tern Lisa Prewitt, Council <br /> Member Melissa Derrick and Council Member Scott Gregson <br /> Absent: 3- Mayor Daniel Guerrero, Council Member Jude Prather and Council Member Jane <br /> Hughson <br /> 1. 12:00PM Hold the second of two Public Hearings to receive comments for or against <br /> Ordinance 2016-33, setting the Property Tax Rate for the 2016 Tax Year at 53.02 <br /> cents on each $100 of taxable value of property that is not exempt from taxation; <br /> levying taxes for the use and support of the Municipal Government of the City for the <br /> Fiscal Year beginning October 1, 2016 and ending September 30, 2017; providing a <br /> Sinking Fund for the retirement of the bonded debt of the City. <br /> Steve Parker,Assistant City Manager and Chief Financial Officer, provided <br /> the Council with an overview of the requirements for two public hearings and <br /> that the second reading of this Ordinance would take place on September 20, <br /> 2016. <br /> Mayor Pro Tem Thomaides announced that State Law requires that two public <br /> hearings on the City's proposed 2016 Property Tax Rate. This agenda item is <br /> the second public hearing on the City's proposed 2016 property tax rate. The <br /> first public hearing was held on September 6. Notice of this hearing was <br /> published in a newspaper of general circulation on August 19 and has been <br /> available on the City's website as well. <br /> City of San Marcos Page 1 <br />
