• RESOLUTION NO. 2009-106R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS SUPPORTING EMISSION REDUCTION ACTIONS <br />TO ASSIST IN CLEAN AIR EFFORTS AND TO MAINTAIN THE <br />REGION'S DESIGNATION AS "ATTAINMENT" IN REGARDS TO <br />GROUND LEVEL OZONE STANDARDS; AND DECLARING AN <br />EFFECTIVE DATE. <br />RECITALS: <br />1. The citizens of the City of San Marcos recognize the value of and importance of <br />improving air quality by reducing ozone-forming emissions. <br />2. The US Environmental Protection Agency has adopted a new National Ambient <br />Air Quality Standard which establishes acceptable ozone levels for counties within the Austin- <br />Round Rock Metropolitan Statistical Area. <br />3. Failure to meet such levels under the new standard may result in possible <br />designation as a non-attainment area. The designation as a non-attainment area would, among <br />other negative public impacts, trigger requirements for transportation and industry that increase <br />costs for businesses and delay important transportation projects. <br />• 4. Concerted effort to reduce ozone forming emissions by the citizens, communities, <br />schools and industry in the City of San Marcos during the April through October ozone season <br />will help preclude the region from being listed as non-attainment for this and future years. <br />5. The Central Texas Clean Air Coalition and local governments in the Capital Area <br />Council of Governments, along with others, have created an initiative known as "The Big Push" <br />to encourage voluntary efforts aimed at reducing ozone forming emissions. <br />6. To succeed in achieving compliance with the new ozone standards in 2009, <br />participation in the "Big Push" is essential. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The City of San Marcos reaffirms its commitment to implement voluntary <br />measures effective in reducing ground-level ozone forming emissions and agrees to assist in <br />public awareness and outreach on the need for reduction measures to help secure an ongoing <br />designation of "in attainment" under the National Ambient Air Quality Standards for Ozone. <br />PART 2. The City of San Marcos will actively support the "Big Push" efforts <br />through coordination and cooperation with other jurisdictions and agencies through participation <br />• in regional organizations.
