Call To Order <br />With a quorum present, the regular meeting of the San Marcos City Council <br />was called to order by Mayor Hughson at 6:06 p.m. Tuesday, September 17, <br />2019 in the City Council Chambers, 630 E. Hopkins, San Marcos, Texas 78666. <br />11. Roll Call <br />Present: 7 - Mayor Pro Tem Lisa Prewitt, Council Member Saul Gonzales, Council Member <br />Melissa Derrick, Mayor Jane Hughson, Council Member Ed Mihalkanin, Council <br />Member Joca Marquez and Council Member Mark Rockeymoore <br />111. Invocation <br />A moment of contemplation was observed this evening. <br />IV. Pledges Of Allegiance - United States And Texas <br />Jackson Boren, 6th grade student, from San Marcos Preparatory School led <br />the pledges of allegiance. <br />V. 30 Minute Citizen Comment Period <br />Mary Beth Harper, resides between San Marcos and Martindale and spoke on <br />item #23. She stated this item was posted as a Public Hearing and it is now in <br />the non -consent agenda. She asked if this land is currently in the City of San <br />Marcos Extraterritorial Jurisdiction (ETJ). She mentioned an application to <br />TCEQ regarding 450,000 gallons of sewer being released per day. She stated <br />there are two RV parks across from this subdivision and numerous shallow <br />water wells in the area. 80 acres of multifamily and 60 acres of commercial <br />development is being planned which increases impervious cover and this will <br />cause flooding. There are also water birds that cover the large tank that sits on <br />Ball Ranch and site of a major fly way. The last topic she discussed was the <br />roadways that are maintained by Hays County. She is concerned because they <br />serve subdivisions in this area and they are narrow roads with varying speed <br />limits. <br />Shannon FitzPatrick, addressed agenda Item #8 and made the following <br />City of San Marcos Page 1 <br />
