Hopkins - Election Canvass & Swearing In <br />I. Call To Order <br />With a quorum present, the special meeting of the San Marcos City Council <br />was called to order by Mayor Hughson at 6:00 p.m. Monday, November 18, <br />2019 in the City Council Chambers, 630 E. Hopkins, San Marcos, Texas 78666. <br />II. Roll Call <br />Mayor Pro Tem Prewitt was present on the dais until Item #2. Council <br />Member Balser joined the dais following completion of Item #2. <br />Present: 8 - Mayor Pro Tem Lisa Prewitt, Council Member Saul Gonzales, Council Member <br />Melissa Derrick, Mayor Jane Hughson, Mayor Pro Tem Ed Mihalkanin, Council <br />Member Joca Marquez, Deputy Mayor Pro Tem Mark Rockeymoore and Maxfield <br />Baker <br />1. Consider approval of Ordinance 2019-42, on first and final reading, canvassing returns <br />and declaring results of the General Election, held on November 5, 2019, for the purpose <br />of electing City Council Member, Place One and City Council Member, Place Two; <br />declaring an emergency creating the need to adopt this Ordinance with only one reading; <br />and providing an effective date. <br />A motion was made by Mayor Pro Tem Prewitt, seconded by Council Member <br />Derrick, that this Ordinance be approved. The motion carried by the following <br />vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Mayor Pro Tem Mihalkanin, Council Member Marquez and Deputy Mayor <br />Pro Tem Rockeymoore <br />Against: 0 <br />2. Issue Certificate of Election to City Council Member, Place 1 and City Council Member, <br />Place 2; and administer Oath of Office. <br />Mayor Hughson issued the Certificates of Election to Council Member <br />Maxfield Baker, Place 1 and Council Member Saul Gonzales, Place 2. <br />Following issuance of the Certificates, Mr. Richard Garcia provided the Oath <br />of Office to Maxfield Baker and Judge Maggie Moreno provided the Oath of <br />Office to Saul Gonzales. <br />City of San Marcos Page 1 <br />
