Hopkins - Work Session <br />630 East Hopkins <br />San Marcos, TX 78666 <br />City Council ChambersNirtual <br />With a quorum present, the work session meeting of the San Marcos City <br />Council was called to order by Mayor Hughson at 3:02 p.m. Tuesday, <br />December 7, 2021. The meeting was held in-person and online. <br />Present. 7 - Mayor Jane Hughson, Council Member Maxfield Baker, Council Member Saul <br />Gonzales, Mayor Pro Tem Shane Scott, Deputy Mayor Pro Tem Alyssa Garza, <br />Council Member Mark Gleason and Council Member Jude Prather <br />III. 30 Minute Citizen Comment Period <br />Lisa Marie Coppoletta, thanked council members for valuing citizen <br />communications. She expressed concern with transparency issues and how they <br />take too long to correct. She expressed concern with contracting with Texas <br />State University because they had stipulations on agreements. She stated the <br />agreement doesn't state anything about archeological studies and the cost is <br />exorbitant. <br />PRESENTATIONS <br />Hold discussion regarding the Interlocal Agreement between the City and Texas State <br />University relating to the implementation of the Edwards Aquifer Habitat Conservation <br />Plan to, among other things, including a description of the duties and compensation of the <br />Habitat Conservation Project Manager and extension of the agreement through March 31, <br />2028; and provide direction to the City Manager. <br />Jude Prather recused himself to due his wife employment with Texas State <br />University. <br />Bert Lumbreras, City Manager stated this agenda item appeared on the <br />September 7 agenda where it was agreed that a work session discussion would <br />City of San Marcos Page 1 <br />
