Health Terry Ewald <br /> <br />Also Present: Kim McCollum, Melissa Millecam, Karen Smith, Kelly <br />Franks, Cheryl Pantermuehl, Tom Bailey, Dan Nelson, Sherri Sanderson, <br />Fred Sanderson, John DeMoor, Gary Younger, Geraldine and Ed Evans <br />(Costa Rica, CA), and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for considerption approval of appointments to <br />Mayor's Commission on Youth (Temporary) (Mr. Guerra present at this <br />time 7:39). Mayor Morris asked Mr. Guerra for his student appointment, <br />and Mr. Guerra stated he had no nomination at this time and asked the <br />Council if they had any recommendations. Mayor Morris suggested this <br />position be filled by a minority and Mr. Guerra agreed. Mr. Guerra <br />will provide a name at the next meeting. Mayor Morris also questioned <br />if the meetings for the Commission have begun and would like the <br />Council to be kept informed of all meetings. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 30, WATER AND SEWERS AND SEWAGE DISPOSAL, SECTION <br />30-92(b) (5), OF THE SAN MARCOS CODE OF ORDINANCES TO CHANGE THE <br />MAXIMUM CONCENTRATION LIMIT FOR THE PARAMETER ZINC; REPEALING <br />CONFLICTING ORDINANCES; PROVIDING FOR A PENALTY; PROVIDING FOR <br />PUBLICATION AND DECLARING AN EMERGENCY. <br /> <br />Mr. Plummer moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING AND ALLOWING, UNDER THE ACT GOVERNING THE TEXAS <br />MUNICIPAL RETIREMENT SYSTEM, "UPDATED SERVICE CREDITS" IN SUCH <br />SYSTEM ON AN ANNUAL BASIS FOR SERVICE PERFORMED BY QUALIFYING <br />MEMBERS OF SUCH SYSTEM WHO AT THE EFFECTIVE DATE OF THE ALLOWANCE <br />ARE IN THE EMPLOYMENT OF THE CITY OF SAN MARCOS, PROVIDING FOR <br />INCREASED PRIOR AND CURRENT SERVICE ANNUITIES FOR RETIREES AND <br />BENEFICIARIES OF DECEASED RETIREES OF THE CITY; AMENDING SECTION <br />2-46 OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE MUNICIPAL <br />CONTRIBUTIONS TO THE CURRENT SERVICE ANNUITY RESERVE AT <br />RETIREMENT; AND ESTABLISHING AN EFFECTIVE DATE FOR SUCH ACTIONS. <br /> <br /> <br />* Mr. Guerra arrived at 7:39 p.m. <br />** Ms. Womack was not present at this meeting <br />
