RESOLUTION NO. 2025-51R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, REAPPOINTING TWO DIRECTORS AND FILLING <br /> A VACANCY ON THE BOARD OF DIRECTORS OF THE ALLIANCE <br /> REGIONAL WATER AUTHORITY (ARWA); AND DECLARING AN <br /> EFFECTIVE DATE. <br /> RECITALS: <br /> 1. The governing bodies of the City of San Marcos, the City of Buda, the City of <br /> Kyle and the Canyon Regional Water Authority have adopted resolutions (the "Concurrent <br /> Resolutions") approving the creation of the Alliance Regional Water Authority (the "Authority") <br /> (formally known as the Hays Caldwell Public Utility Agency) in 2007 under the Texas Local <br /> Government Code Chapter 422, as amended (the "PUA Act"). During the 2017 Legislative <br /> Session, Senate Bill 1198 and House Bill 2540 were passed authorizing the name change from <br /> Hays Caldwell Public Utility Agency to Alliance Regional Water Authority. <br /> 2. The Concurrent Resolutions provide for the Authority to be governed by a Board <br /> of Directors (the "Authority Board")to which the City is entitled to appoint five members. <br /> 3. The officials and employees named below in Part 1 of this resolution are the <br /> City's appointments to the Authority Board. All positions below are shown with updated term <br /> expirations. <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> PART 1. The City Council hereby a) appoints Joe Pantalion, COSM Assistant <br /> Manager, to fill the remainder of a vacant position's term through April 2025 and approves him <br /> to the position for a full term 2025-28 and b) reappoints Paul Kite, Assistant Director of Utilities, <br /> and Marcus Naiser, Assistant Director of CIP/Engineering, whose terms expire in April 2025, for <br /> terms that run from April 2025 to April 2028 and confirms the appointment of the following <br /> persons to serve as the City's representatives on the Board of Directors of the Alliance Regional <br /> Water Authority: <br /> Board Position Person Appointed and Term Expiration Date <br /> 5 Joe Pantalion, Assistant City Manager,April 30, 2028 <br /> 6 Jane Hu hson, Mayor, April 30, 2026 <br /> 7 Paul Kite,Assistant Director of Utilities,April 30, 2028 <br /> 8 Marcus Naiser,Assistant Director of Eng./CIP,April 30, 2028 <br /> 9 1 Tyler Hjorth, Director of Utilities,April 30, 2027 <br /> 1 <br />
