98 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 10, 1990 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Billy G. Moore Council Members Rick Hernandez Ronald K. Hart * Fred Guerra Betty Jane Kissler Bill Plummer City Manager Larry Gilley City Secretary Janis K. Womack City Attorney Mark Taylor Director of Public Works George Boeker Also Present: Rick Fisher, Melissa Millecam, Lee Hudman and others. Mayor Morris called the meeting to order at 6:30 p.m. Mayor Morris introduced the canvassing of returns of the Bond Election held September 8, 1990. The Council reviewed the returns of the Central Counting Station. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CANVASSING RETURNS AND DECLARING THE RESULTS OF BOND ELECTION HELD IN SAID CITY ON SEPTEMBER 8, 1990; CONTAINING OTHER PROVISIONS INCIDENT AND RELATED TO THE PURPOSE HEREOF; AND DECLARING AN EMERGENCY. Ms. Kissler moved for adoption of the Ordinance and Mr. Moore seconded the motion. Mr. Moore moved to amend the Ordinance to read into the record new wording for SECTION 2, as follows: "SECTION 2. Canvass Approved. That the tabulation of votes cast in the Bond Election held on September 8, 1990, made and certified to by the City Secretary of the City of San Marcos, a copy of which is attached hereto and made a part hereof, is hereby adopted as the official tabulation of the votes cast at the election, and that this Ordinance with said tabulation attached be filed and recorded in the offical records of the City as the official canvass of the election;" to read into the record the results of the election in SECTION 3. as follows: Proposition No.1 - For: 777, Against: 602; Proposition No.2 - For: 696, Against: 667; Proposition No.3 - For: 723, Against: 652; Proposition No.4 - For: 571, Against: 807; Proposition No.5 - For: 649, Against: 717; Proposition No.6 - For: 565, Against: 806; Proposition No.7 - For: 666, Against: 710; Proposition No.8 - For: 659, Against: 705; Proposition No.9 - For: 403, Against: 968; Proposition No. 10 - For: 413, Against: 950; Proposition No. 11 - For: 869, Against: 511; Proposition No. 12 - For: 877, Against: 509; Proposition No. 13 - For: 762, Against: 569; Proposition No. 14 - For: 509, Against: 816; and Proposition No. 15 - For: 513, Against: 904;" and amend a portion of SECTION 5. as follows: "... Ordinance shall take effect and be in full force and effect from and after its final passage. . . .",-and Mayor Morris seconded the motion, which passed unanimously.
