117 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 17, 1990 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem * Billy G. Moore Council Members Rick Hernandez Ronald K. Hart ** Fred Guerra Betty Jane Kissler Bill Plummer City Manager Larry Gilley city Secretary Janis K. Womack City Attorney Mark Taylor Also Present: Melissa Millecam, John DeMoor, Tim Lott, Collette Boruff, Bill Vance and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OR SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 50.158 ACRES, MORE OR LESS, FRONTING ON THE SOUTHEAST RIGHT-OF-WAY LINE OF INTERSTATE HIGHWAY 35 AT ITS INTERSECTION WITH CENTER POINT ROAD IN HAYS COUNTY, TEXAS, THIS LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; APPROVING A SERVICE PLAN FOR THIS TRACT; EXTENDING THE BOUNDARY LIMITS OF THE CITY SO AS TO INCLUDE THIS TRACT; GRANTING TO THE INHABITANTS OF THIS TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF THE CITY; BINDING THE INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF THE CITY; AND DELCARING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Morris introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AFFIRMING THE CITY'S OPPOSITION TO THE PROPOSED DEMOLITION OF SAN MARCOS (CARROLL) HALL ON THE WEST CAMPUS OF SOUTHWEST TEXAS STATE UNIVERSITY; AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for adoption of the Resolution and Mr. Hart seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment of a Council Member as CAPCO Representative to replace Betty Kissler. Mr. Hart moved to appoint Billy Moore and Mr. Plummer seconded the motion, which passed unanimously (Mr. Guerra present at 7:31 p.m.). Mayor Morris introduced for consideration an addendum, Executive Session pursuant to Article 6252-17, Section 2(e), V.A.C.S., to discuss pending litigation (City of San Marcos vs. LCRA) and contemplated litigation. Ms. Kissler moved to adjourn at 7:32 p.m. and Mr. Hernandez seconded the motion, which passed unanimously. Mr. Guerra moved to reconvene at 8:04 p.m. and Mr. Hernandez seconded the motion, which passed unanimously. The meeting adjourned at 8:04 p.m. on motion made by Mr. Hernandez and seconded by Ms. Kissler. * Mr. Moore not present at this meeting. ** Mr. Guerra present at 7:31 p.m.
