<br /> RESOLUTION 1 998-23~R 48. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SAN MARCOS, TEXAS, ESTABLISHING A DOWNTOWN <br /> PARKING ADVISORY COMMITTEE; AND DECLARING AN <br /> EFFECTIVE DATE. <br /> RECITALS: <br /> 1. The City is currently addressing parking issues in the downtown area of the City, <br /> and the City Council wishes to establish a temporary advisory committee to assist it in <br /> addressing those issues. <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS. TEXAS: <br /> PART 1. Creation of committee. <br /> (a) The downtown parking advisory committee is created, composed of five voting <br /> members appointed by the city council and two ex-officio nonvoting members. <br /> (b) The voting members of the committee will consist of one at-large member and one <br /> member representing each of the following: The Main Street Advisory Board, the San <br /> Marcos Downtown Association, Southwest Texas State University, and Hays County. One <br /> member of the police department staff, and the Main Street Project manager will serve as <br /> non-voting, ex-officio members of the committee. <br /> (c) Members of the committee serve at the will of the City Council. The Council will make <br /> appointments to fill vacancies on the committee. <br /> PART 2. General powers and duties. <br /> <br /> (a) The committee will act in an advisory capacity to the city council and city staff on <br /> issues related to parking in the downtown area of the city. <br /> (b) The committee may study and make recommendations on the following: <br /> (1) the supply of spaces in presently existing parking areas; <br /> (2) methods for achieving a higher effective supply of spaces in existing parking <br /> areas; <br /> (3) parking regulations and their enforcement; and <br /> (4) the development of additional parking areas. <br /> (c) The committee may elect officers and adopt rules of procedure to govern its <br /> meetings and activities. <br /> PART 3.
