RESOLUTION 2008-74R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, SUPPORTING TEXAS STATE UNIVERSITY-SAN <br />MARCOS IN ITS EFFORTS TO SECURE GRANT FUNDING FROM <br />THE UNITED STATES DEPARTMENT OF EDUCATION'S OFFICE OF <br />SAFE DRUG-FREE SCHOOLS THROUGH THE EMERGENCY <br />MANAGEMENT FOR HIGHER EDUCATION GRANT PROGRAM; <br />APPROVING A PARTNER AGREEMENT WITH TEXAS STATE <br />UNIVERSITY-SAN MARCOS; AUTHORIZING THE CITY MANAGER <br />TO EXECUTE THE PARTNER AGREEMENT AND ANY OTHER <br />RELATED ASSURANCES AND DOCUMENTS REQUIRED FOR THIS <br />GRANT PROGRAM APPLICATION AND DECLARING AN EFFECTIVE <br />DATE. <br />RECITALS: <br />1. Texas State University-San Marcos ("TSU-SM") is applying for grant funding <br />from the United States Department of Education's Office of Safe Drug-Free Schools ("OSFDS") <br />through the Emergency Management for Higher Education ("EMHE") Grant Program. <br />2. In order for TSU-SM to be considered eligible for grant funding the grant <br />application must include an executed Partner Agreement with the City of San Marcos (the <br />"City"). <br />3. The Clty commits to assist TSU-SM in the broad scale implementation and <br />integration of the National Incident Management System ("NIMS") so that both entities can form <br />a collaborative arrangement prior to the occurrence of an emergency event involving TSU-SM <br />and the City. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS: <br />PART 1. The City supports TSU-SM in its efforts to secure grant funding from <br />OSFDS, through the EMHE Grant Program and approves the attached Partner Agreement with <br />TSU-SM. <br />PART 2. The City Manager, Rick Menchaca is authorized to execute the Partner <br />Agreement and any other related assurances and documents required for this grant program <br />application on behalf of the City. <br />PART 3. This Resolution shall be in full force and effect immediately from and <br />after its passage. <br />
