RESOLUTION NO.2026-24R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AUTHORIZING THE SUBMISSION OF A GRANT <br />APPLICATION TO THE OFFICE OF THE GOVERNOR'S PUBLIC <br />SAFETY OFFICE, TO FUND A CYBERSECURITY RISK ASSESSMENT <br />AND EVALUATION FOR THE SUPERVISORY CONTROL AND DATA <br />ACQUISITION (SCADA) NETWORKS AND SYSTEMS IN AN AMOUNT <br />UP TO $120,000.00, WITH A 30 PERCENT MATCH; DESIGNATING THE <br />CITY MANAGER, OR HER DESIGNEE, TO EXECUTE REQUIRED <br />DOCUMENTS FOR PURPOSES OF THIS APPLICATION AND ANY <br />RESULTING GRANTS, INCLUDING AUTHORIZATION TO ACCEPT <br />THE GRANT; PROVIDING ASSURANCES; AND DECLARING AN <br />EFFECTIVE DATE. <br />RECITALS: <br />1. The San Marcos City Council finds it in the best interest of the citizens of San <br />Marcos that the Electric SCADA Assessment be operated for Fiscal Year 2026-2027. <br />2. Grant funding is available from the Office of the Governor to support the SCADA <br />Assessment. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The submission of the grant application for the Electric SCADA <br />Assessment to the Office of the Governor is hereby approved. <br />PART 2. The San Marcos City Council agrees to provide applicable matching funds <br />for the said project as required by the Fiscal Year 2027 State and Local Cybersecurity grant <br />application. <br />PART 3. The San Marcos City Council agrees that in the event of loss or misuse of <br />the Office of Governor funds, the San Marcos City Council assures that the funds will be returned <br />to the Office of the Governor in full. <br />PART 4. The San Marcos City Council designates Stephanie Reyes, City Manager, <br />or their successor, as the grantee's authorized official. The authorized official is given the power <br />to apply for, accept, reject, alter or terminate the grant on behalf of the city. <br />PART 5. The San Marcos City Council designates Jesse Garcia, Accounting <br />Manager, or their successor, as the grantee's financial officer. The financial officer is given the <br />power to submit financial and/or programmatic reports or alter a grant on behalf of the applicant <br />agency. <br />
