RESOLUTION NO.2026-21R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS SUPPORTING THE APPLICATION TO THE <br />CAPITAL AREA METROPOLITAN PLANNING ORGANIZATION FOR <br />GRANT FUNDING FOR THE TRAFFIC SIGNAL AND TRAVELER <br />INFORMATION SYSTEM UPGRADE PROJECT; AUTHORIZING THE <br />CITY MANAGER, OR HER DESIGNEE, TO SUPPORT THE <br />APPLICATION ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br />:_J• <br />WHEREAS, the Capital Area Metropolitan Planning Organization (CAMPO) issued a call <br />for projects in October 2025 for communities to apply for funding assistance through the Surface <br />Transportation Block Grant (STBG), Transportation Alternative Set -Aside (TASA), and Carbon <br />Reduction Program (CRP) funding programs; and <br />WHEREAS, the Capital Area Metropolitan Planning Organization funds may be used for <br />Intelligent Transportation System (ITS)/Operations Projects; and <br />WHEREAS, the Capital Area Metropolitan Planning Organization funds require a local <br />match equal to twenty percent of the award estimated at $1.5 million. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. An application to support grant funding for the Traffic Signal and Traveler <br />Infonnation System Upgrade Project, as described in the Capital Area Metropolitan Planning <br />Organization funding under CAMPO's 2028-2031 Call for Projects. <br />PART 2. The City of San Marcos is willing and able to enter into an Advanced Funding <br />Agreement (AFA) with the Texas Department of Transportation (TxDOT) and/or the Capital Area <br />Metropolitan Planning Organization by resolution or ordinance, should the project be selected for <br />funding. <br />PART 3. The City Manager, or her designee, is authorized to support the application and <br />local match on behalf of the city. <br />PART 4. This resolution will be in full force and effect immediately from and after its <br />passage. <br />ADOPTED on January 20, 2026. <br />
