<br />I <br /> <br />I <br /> <br />I <br /> <br />25 <br /> <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />OF THE CITY OF SAN MARCOS, TEXAS, JULY 31, 1978 <br /> <br />Present: <br /> <br />Mayor <br /> <br />Robert L. Cavazos <br /> <br />Council Members <br /> <br />Frank T. Arredondo <br />Ted Breihan <br />John A. Hansen <br />Bob Hyatt <br />Berry R. James <br />Kenneth E. Sutton <br /> <br />City Manager <br />City Secretary <br />Director of Public Works <br /> <br />C. J. Webster <br />Doriss Hambrick <br />Ray Kotowski <br /> <br />Absent: <br /> <br />City Attorney <br /> <br />Charles E. Evans <br /> <br />Also Present: Jerri Martin, Alan King, Marcos Hernandez, Ruth <br />King, Terry Roberts, Howard Herrin, Dr. William Rogers, Jeff <br />Ebner, Gary Bond, Mona Gonzales-Musel, Mary Castillo, Gordon <br />Thompson, Juan Palomo, Jack Stovall, Gilbert Tenorio, and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The minutes of the special meeting held Saturday, July 22, 1978 <br />were approved on motion of Mr. Hyatt and second of Mr. James <br />with Mr. Hansen abstaining. The minutes of the regular meeting <br />held Monday, July 24, 1978 were approved on motion of Mr. Sutton <br />and second of Mr. Hansen. On roll call, the following vote was <br />recorded: <br /> <br />AYE: Arredondo, Breihan, Hansen, Cavazos, <br />Hyatt, James, Sutton <br />NAY: None. <br /> <br />The Council recessed into executive session to discuss personnel <br />matters at 7:35 p.m. on motion of Mr. Sutton and second of <br />Mr. Hyatt. Council reconvened at 8:30 p.m. on motion of <br />Mr. Hyatt and second of Mr. Hansen. The Mayor announced they <br />had discussed the evaluation of the City Secretary and discussed <br />personnel matters but no action was taken. <br /> <br />The Mayor introduced a request for the abandonment of an alley <br />located between Lots 33 and 34 of the Park Addition. <br />Councilman Breihan requested that from now on, items concerning <br />abandonment of alleys or any other kind of item have attached <br />a sheet or letter having the signatures of the City Staff or the <br />Planning and Zoning Commission members showing the particular <br />item had been through either one of the two. Ms. Ruth King and <br />Dr. William Rogers both were present to state they had both spent <br />a great deal of money and time trying to have this alley <br />abandoned. Ruth King stated they had done what the City had told <br />them they were required to do such as have two quitclaim deeds <br />made and brought to the City, have a written release from Public <br />Works, and a letter of agreement between the two. Mr. Breihan <br />moved the ordinance be sent to the Planning and Zoning Commission. <br />Mr. Sutton seconded the motion. Mr. Breihan withdrew his motion <br />with permission from the seconder. The Mayor read the ordinance <br />in its entirety having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, VACATING AND <br />ABANDONING AN ALLEY BETWEEN LOTS 33 AND <br />34 OF THE PARK ADDITION, SAID ALLEY BEING <br />PARALLEL TO PECAN STREET AND BETWEEN <br />LIVEOAK AND SESSOM DRIVE; AND DECLARING <br />AN EFFECTIVE DATE. <br />
