I I I 25 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY 31, 1978 Present: Mayor Robert L. Cavazos Council Members Frank T. Arredondo Ted Breihan John A. Hansen Bob Hyatt Berry R. James Kenneth E. Sutton City Manager City Secretary Director of Public Works C. J. Webster Doriss Hambrick Ray Kotowski Absent: City Attorney Charles E. Evans Also Present: Jerri Martin, Alan King, Marcos Hernandez, Ruth King, Terry Roberts, Howard Herrin, Dr. William Rogers, Jeff Ebner, Gary Bond, Mona Gonzales-Musel, Mary Castillo, Gordon Thompson, Juan Palomo, Jack Stovall, Gilbert Tenorio, and others. The Mayor called the meeting to order at 7:30 p.m. The minutes of the special meeting held Saturday, July 22, 1978 were approved on motion of Mr. Hyatt and second of Mr. James with Mr. Hansen abstaining. The minutes of the regular meeting held Monday, July 24, 1978 were approved on motion of Mr. Sutton and second of Mr. Hansen. On roll call, the following vote was recorded: AYE: Arredondo, Breihan, Hansen, Cavazos, Hyatt, James, Sutton NAY: None. The Council recessed into executive session to discuss personnel matters at 7:35 p.m. on motion of Mr. Sutton and second of Mr. Hyatt. Council reconvened at 8:30 p.m. on motion of Mr. Hyatt and second of Mr. Hansen. The Mayor announced they had discussed the evaluation of the City Secretary and discussed personnel matters but no action was taken. The Mayor introduced a request for the abandonment of an alley located between Lots 33 and 34 of the Park Addition. Councilman Breihan requested that from now on, items concerning abandonment of alleys or any other kind of item have attached a sheet or letter having the signatures of the City Staff or the Planning and Zoning Commission members showing the particular item had been through either one of the two. Ms. Ruth King and Dr. William Rogers both were present to state they had both spent a great deal of money and time trying to have this alley abandoned. Ruth King stated they had done what the City had told them they were required to do such as have two quitclaim deeds made and brought to the City, have a written release from Public Works, and a letter of agreement between the two. Mr. Breihan moved the ordinance be sent to the Planning and Zoning Commission. Mr. Sutton seconded the motion. Mr. Breihan withdrew his motion with permission from the seconder. The Mayor read the ordinance in its entirety having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, VACATING AND ABANDONING AN ALLEY BETWEEN LOTS 33 AND 34 OF THE PARK ADDITION, SAID ALLEY BEING PARALLEL TO PECAN STREET AND BETWEEN LIVEOAK AND SESSOM DRIVE; AND DECLARING AN EFFECTIVE DATE.
