Cavazos <br /> <br />Mayor <br /> <br />Also Present: Jerri Martin, Alan King, Alvin Langhamer, Terry <br />Roberts, John Dennison, Harry Overstreet, George Jones, Jim <br />Wommack, Gilbert Tenorio, Arturo Espinosa, Gary Bond, Frances <br />Emery, Jeff Ebner, Mary Castillo, and others. <br /> <br />Mayor Pro Tempore Bob Hyatt called the meeting to order at <br />7:30 p.m. <br /> <br />The minutes of the regular meeting held Monday, September 11, <br />1978, were approved on motion of Mr. Sutton and second of <br />Mr. Hansen. The minutes of the special meeting held Wednesday, <br />September 13, 1978, were approved on motion of Mr. Hansen and <br />second of Mr. Breihan. <br /> <br />Mr. Hyatt introduced nominations ~or consideration to the <br />Building Code Board of Appeals and the Municipal Court Judge. <br />Mr. Hansen moved Mr. Arturo Espinosa and Mr. George Jones be <br />appointed to the Building Code Board of Appeals. Mr. Breihan <br />seconded the motion which passed unanimously. Mr. Breihan <br />moved to table the Municipal Court Judge vacancy. Mr. Hansen <br />seconded the motion which passed unanimously. <br /> <br />Mr. Hyatt opened a public hearing on a request by Entex, Inc. <br />for a rate increase. Mr. Jim Wommack, representing the <br />Community Action Agency, entered a statement objecting to the <br />increase in the minimum residential charge. Saying it would <br />have the greatest impact on persons having low or fixed <br />incomes. Mr. John Dennison, President of Electric Power <br />Engineers, Inc., City Rate Consultant, carne before the Council <br />to agree that the largest percentage increase would go to the <br />lower consumption users. Hr. Dennison pointed out that the <br />industrial and large commercial rate would not be increased <br />and advised the Council against approving the automatic cost <br />of service escalation charge. Mr. Harry Overstreet, Entex <br />District Manager, informed the Council that industrial rates <br />had been increased in 1974 and that those rates needed to be <br />competitive in order for Entex to keep its accounts. Council <br />agreed to continue the hearing at the next regular meeting. <br />Mr. James entered the meeting during the hearing. Therefore, <br />his vote is not reflected in earlier roll calls. <br /> <br />Mr. Hyatt read an ordinance in its entirety having the follow- <br />ing caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, AMENDING <br />SECTION 3 OF THAT ORDINANCE WHICH REGU- <br />LATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED <br />MAY 23, 1966 (VOL. 32) BY CHANGING THE <br />20NING OF A .308 ACRE TRACT IN ABSTRACT <br />17-1, TRACT #24, J. M. VERAMENDI SURVEY <br />#1, (SEE METES AND BOUNDS DESCRIPTION <br />ATTACHED AS EXHIBIT A) LOCATED AT 209 <br />1. H. 35 NORTH, FROM "C" (COMMERCIAL) TO <br />"C- 2" (COMMERCIAL). <br />
