Mitchell, and <br />others. <br /> <br />The Mayor called the meeting to order at 5:00 p.m. <br /> <br />The Mayor introduced for consideration operation of the <br />Municipal Airport runway lights. Council Member Bob Hyatt <br />reported to the Council that he had toured the Municipal Airport <br />on the previous evening with Airport Commissioner Allyn Gill to <br />investigate complaints made about runway lights which were not <br />in operation. Mr. Hyatt said there were indeed lights not <br />functioning and that the apparent cause was the seepage of <br />surface water into the light wells. Mr. Hyatt said the <br />agricultural lessee had plowed too close to the runways so that <br />the runways did not drain properly. Mr. Hyatt also reported <br />that grass was growing on the runways. Mr. Hyatt said the main <br />solution was to replace the runway lights with newer and improved <br />lighting equipment and that money was available to fund purchase <br />of the equipment. Colonel Jack N. Stovall, Chairman of the <br />Airport Commission, came before the Council to say that the last <br />three meetings of the Airport Commission had been devoted to <br />solving the problem of lighting at the Municipal Airport and <br />that improvements had been planned. Mr. Stovall said a proposal <br />was due at the January meeting for a system with engineering <br />specifications and cost estimates. He said the preliminary <br />estimates were between $5,000 and $7,000 and that there was <br />indeed money available to cover the cost. With regard to the <br />agricultural lease, Mr. Stovall said the Commission had evaluated <br />that performance and the contractor had been requested to stop <br />plowing so close to the runway. Mr. Sutton expressed his concern <br />that the City was assuming liability for accidents which might <br />occur due to the poor condition of the light and urged the Council <br />to take immediate action. Mr. Allyn Gill told the Council that <br />he was working on the Airport Subcommittee to plan the new lighting, <br />system and that he was of the opinion that the Municipal Airport <br />was superior to some other small airports inspite of its condition. <br />Mr. Gill said he didn't see how the condition could speed up the <br />time process and that the Commission intended to actually begin <br />the project in about 21 days. Mr. Sutton moved to authorize the <br />Airport Commission to invest as much as $8,000 in a lighting systen <br />for the Municipal Airport. Mr. Hyatt seconded the motion. <br />Mr. Breihan said he felt $8,000 would not be enough to fund the <br />improvements needed and asked that the Council wait until the full <br />cost could be determined by the Airport Commission. Mr. Breihan <br />moved the item be tabled until the January 15th meeting when a <br />report would be presented by the Airport Commission. Mr. Hansen <br />seconded the motion.
