Marshall; <br />Frances Emery; Jerri Martin; Terry Roberts; Jake Krauskopf; <br />Melissa Millecam; Rowe Ray; Gary Bond; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The l1inutes of the Regular Meeting held August 9, 1976 were approved on motion <br />of Mr. Cavazos and second of Mr. Hansen. The Minutes of the Special Meeting <br />held August 16, 1976 were approved on motion of Mr. Hansen and second of Mr. ;rames <br />with Dr. Craddock abstaining. <br /> <br />I <br /> <br />Mayor Craddock introduced for consideration the appointment of a city health <br />officer. She noted that Dr. Nilon Tallant had served in that position for some <br />years and had agreed to serve another term if reappointed. Mr. Hansen moved to <br />appoint Dr. Tallant. Mr. Breihan seconded the motion. Mr. Arredondo stated that <br />he felt the Council had not been given enough notice to select another health <br />officer, and that he was dissatisfied with the lack of preparation shown by the <br />health department in their recent appearances before the Council. He moved t~ <br />table the consideration to a special meeting August 30. Mr. Cavazos seconded the <br />motion, which passed unanimously. <br /> <br />The Mayor submitted for confirmation her appointments of Celestino Mendez and <br />Yancy Yarbrough to the Urban Renewal Commission. Mr. Cavazos moved the appoint- <br />ments be confirmed. Mr. Arredondo seconded the motion, which passed unanimously. <br /> <br />Dr. Keith Hoffman, president of the School Board of Trustees, came before the <br />Council to express his tllanks to the city for its help and good working relation- <br />ship in recent city-school projects and in the completion of the extension of <br />Peter Garza street. Dr. Thomas Carter, superintendent of schools, requested the <br />city now study the traffic patterns in the area to determine if they were still <br />appropriate. He also requested the city consider the feasibility of reactiv.~ing <br />the study of an overpass over I.H. 35 at Broadway Street. He said the school would <br />be satisfied with a pedestrian overpass only, but that he understood the state had <br />recommended a crossing for both pedestrian and vehicular traffic. Rodgers Storr-y, <br />chairman of the traffic committee for the Downtown Business District Revitalization <br />COlIIJllittee, came before the Council to encourage the construction of the overpass. <br />Mayor Craddock moved the city begin conversations with the Texas Highway Department <br />regarding the construction of the overpass crossing I.H. 35 at Broadway. Mr. Cavazos <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Sutton reported that there were people in the audience who wishes to diseuss <br />the Westover improvements project. Council discussed the Westover proj ect and <br />recent requests for disannexation from Westover property owners. No action '~as <br />taken. <br />
