Champion, Herminia Flores, Robert Cotner, <br />Terry Roberts, Pedro Grimaldo, Marvin Kaderli, Don Butler, John <br />Dennison, Elmer Satterwhite, Frank Contreras, Richard Santel1ana, <br />Ramiro Lugo, Celestino Mendez, Jesse Saucedo, Alicia Martinez, <br />Leon Barba, David Ybarra, Pedro Rodriguez and others. <br /> <br />Mayor Arredondo called the meeting to order at 7:30 p.m. <br /> <br />Mr. Arredondo issued proclamations in observance of Credit Women <br />Awareness Week and Defensive Driving Week. <br /> <br />The minutes of the regular meeting held March 27, 1978 were approved <br />on motion of Mr. Hansen and second of Mr. James, with Dr. Craddock <br />abstaining due to her absence from the meeting. <br /> <br />The Mayor presented a plaque expressing appreciation to retiring <br />Council Member Emmie Craddock. <br /> <br />The City Attorney issued the oath of office to newly elected <br />Council Member Bob Hyatt and to re-elected Council Member Frank T. <br />Arredondo. <br /> <br />Mr. Arredondo opened the floor for nominations for Mayor. <br />Mr. Sutton nominated Council Member Hansen. Mr. James nominated <br />Mr. Arredondo, who declined the nomination. Mr. Breihan nominated <br />Mr. Hyatt. On roll call, the following vote was recorded: <br /> <br />Hansen: Sutton, Hyatt <br />Hyatt: Breihan <br />Abstain~ Arredondo, Hansen, James, Cavazos <br /> <br />The City Attorney advised the Council that four (4) affirmative <br />votes were required to effect any action. At 8:05 p.m., the Mayor <br />temporarily recessed the meeting. The meeting reconvened at <br />8:10 p.m. on motion of Mr. Hansen and second of Mr. Cavazos. <br />Mr. Evans cited Section 3.10 of the City Charter which confirmed his <br />earlier opinion. <br /> <br />Mr. Arredondo reopened the floor for nominations for Mayor. <br />Mr. James nominated Mr. Arredondo, who declined the nomination. <br />Mr. Sutton nominated Mr. Cavazos. Mr. Breihan nominated Mr. Hyatt. <br />On roll call, the following vote was recorded: <br /> <br />Cavazos: Sutton, Cavazos, Arredondo, James <br />Hyatt: Breihan, Hyatt, Hansen <br /> <br />Mr. Arredondo declared Mr. Cavazos the new Mayor and relinquished <br />the chair to him. Mr. Cavazos opened the floor for nominations <br />
