MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 10, 1979 ;>5- PRESENT: Mayor John A. Hansen Council Members *Robert L. Cavazos Ted Breihan Bob Hyatt Berry R. James Kenneth E. Sutton Gilbert G. Tenorio I Acting City Manager City Secretary City Attorney Director of Public Safety Ray V. Kotowski Doriss Hambrick Barbara Edwards Bob Minnie Also Present: Joe Garza, Jack N. Stovall, John Cores, John Denison, Larry Carlson, Jerri Martin, Wayne Moore, Alan Goldapp, George Boeker, Jeff Watkins, Dusty Rhodes, Albert Ramirez, Donna Phillips, Tom Bordelon, Ray Harris, Frances Emery, Dave Edwards, Robert Hager, Terry Roberts, Mike Backus, Austin Curlee, and others. The Mayor called the meeting to order at 7:30 p.m. Mr. Hansen introduced for consideration approval of the minutes of the regular meeting held August 28, 1979. Mr. Tenorio moved that the minutes be corrected to show that Barbara Jean Edwards was absent from the meeting and to provide for the correct spelling of Scheib Opportunity Center on page two of those minutes. Mr. Hyatt seconded the motion which passed unanimously. The minutes of the special meeting held September 4, 1979, were approved on motion of Mr. James and second of Mr. Tenorio with Mr. Sutton abs,taining from the vote. I The City Secretary read an ordinance having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING THE BUDGET FOR THE CITY OF SAN MARCOS, TEXAS, FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1979, AND ENDING ON SEPTEMBER 30, 1980; REVISING THE BUDGET FOR THE PRECEDING FISCAL YEAR ENDING ON SEPTEMBER 30, 1979; LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY OF SAN MARCOS, TEXAS; PROVIDING A SINKING FUND FOR THE RETIREMENT OF THE BONDED DEBT OF SAID CITY; AND DECLARING AN EMERGENCY. Mr. Hyatt moved that the ordinance be amended to provide for the tax assessment to be made at 70% of the market value of real property and that the ordinance as amended be adopted. Mr. Sutton seconded the motion, which passed unanimously. The Mayor read the caption of a resolution as follows: I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A LEASE OF A PORTION OF THE PROPERTY AT SAN MARCOS MUNICIPAL AIRPORT TO TEXAS NATIONAL AIR RACE, INC. AND AUTHORIZING THE MAYOR TO EXECUTE SAID CONTRACT ON BEHALF OF THE CITY; AND ESTABLISHING AN EFFECTIVE DATE. Mr. Hyatt moved the consideration of the resolution be tabled.
