Stovall, Ray Harper, Jeff Watkins, Mr. & Mrs.Tom Bordelon, Frances Emery, Robert Gaertner, Tom Partin, Austin Curlee, Mr. & Mrs. W. B. Pryatel, Shirley Wickersham, Ignascio Trevino, Gene Funk, Marion Johnson, Marcos Hernandez, Eden Fergusson, Joe Cox, Jerri Martin, Larry Carlson, Bill Diball, Joel Bernard, Lupe Juarez, Father Ron Alvis and others. The Mayor called the meeting to order at 7:30 p.m. The minutes of the regular meeting held September 24 were introduced for approval. Mr. Breihan requested that page four of those minutes be amended to provide for the number of cubic yards in each load of top soil authorized for purchase for use in the cemetery. Mr. Tenorio moved the minutes be approved as corrected. Mr. Breihan seconded the motion which passed unanimously. The minutes of the special meeting held October 2, 1979 were approved on motion of Mr. Sutton and second of Mr. Tenorio. The Mayor read the caption of a resolution as' follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ACCEPTING THE GIFTS OF MONEY FROM THE SAN MARCOS LIONS CLUB FOR THE PURCHASE OF A SET OF ANTI-SHOCK AIR PANTS FOR THE EMERGENCY MEDICAL SERVICES AND A l6MM PROJECTOR FOR THE SAN MARCOS LIBRARY. Mr. Breihan moved the resolution be adopted. Mr. Tenorio seconded the motion which passed unanimously. Mayor Hansen then issued a proclamation in observance of Lions World Service Day. The Mayor introduced for discussion a resolution from the Environmental Advisory Board recommending adoption of an industrial wastewater ordinance. Mr. Kotowski reported to the Council that such an ordinance would be a part of step one of the wastewater improvements grant application. The recommendation of the Environmental Advisory Board was received by common consent of the Council. An ordinance having the following caption was read in its entirety: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO SAID CITY A CONTIGUOUS TRACT OF LAND CONTAINING 5.5 ACRES LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; AND ESTABLISHING AN EFFECTIVE DATE. The Acting City }1anager informed the Council that utilities were available and adequate to serve the site. Mr. Sutton moved the ordinance be approved on first reading. Mr. Hyatt seconded the motion which passed unanimously. * Councilmen Cavazos and James arrived after the meeting was convened.
