The Mayor called the meeting to order at 7:30 p.m. Mr. James moved the Minutes of the regular meeting held November 26, 1979 be approved. Mr. Tenorio seconded the motion, which passed unanimously. The Mayor introduced item number 21A, consideration of comments on a proposed Section 8 housing project. The City Manager reported to the Council that the proposed housing project was presently being reviewed by the Governmental Applications Review Committee of the Capital Area Planning Council and that the Committee had requested comments from the City of San Marcos to be presented no later than December 16th. Mr. Gonzalez told the council that prior to this communication from CA~CO, the staff had intended to schedule consider- ation of the program on the December 17th meeting in order to meet a deadline imposed by the Department of Housing and Urban Development. Council Member Breihan advised the Council that he had a personal interest in the project and that he and other members of the Council had requested consideration be placed on the agenda as an emergency in order to insure that City comments could be forwarded to CAPCO in time for that agency to complete its review. Mr. Breihan's letter is attached and made a part of these Minutes. Mr. Breihan then took a seat in the audience for the remainder of the discussion. Mr. Gonzalez informed the Council that the staff had made a preliminary evaluation of the proposed site. That evaluation, dated December 10, 1979, was distributed to the City Council. Mr. James moved to table further consideration of the program until a special meeting on Thursday, December 13 at 5:00 p.m. so that staff could spend more time in researching the project. Mr. Hyatt seconded the motion. On roll call, the following vote was recorded: AYE: Hansen, James, Sutton, Tenorio, Hyatt NAY: None PRESENT & NOT VOTING: Breihan *Mr. Cavazos arrived at 8:09 p.m.
