Gonzalez <br />Doriss Hambrick <br />Barbara Edwards <br /> <br />Also Present: George Boeker, Jack Byrom, Jeff Watkins, Dusty Rhodes, <br />Jerri Martin, Terry Roberts, Curtis Adrian, Gordon Thompson, George <br />Gilbert, Tony Klein, David Edwards, John Stokes, Jack Stovall, Hollis <br />Smith and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. Mr. Hansen intro- <br />duced for consideration extension of a sewer line to the new San <br />Marcos Baptist Academy site outside the City limits on Ranch Road 12. <br />The City Manager reported to the Council that the staff had met with <br />representatives of San Marcos Baptist Academy and proposed that the <br />sewer line be extended under the following conditions: <br />1. Total cost of extension of the line would be at San Marcos Baptist <br />Academy expense. <br />2. The Academy would agree to relocate the force main if the line <br />were placed in State Highway right-of-way and if such an action <br />were required by the widening and improvement of Ranch Road 12 <br />at a future date. <br />3. That the San Marcos Baptist Academy would convey ownership of the <br />utility line to the City. <br />Dr. Jack Byrom, President of San Marcos Baptist Academy, appeared <br />before the Council to inform them that the Academy would attempt to <br />obtain easements for placement of the line outside of the state right- <br />of-way. However, Dr. Byrom continued, if Academy officials were <br />unsuccessful in obtaining easements outside the state right-of-way <br />they would like to ask the City to agree to share the cost of any <br />eventual relocation of the line due to Ranch Road 12 improvements <br />on a staggered schedule so that the Academy wou]d assume full <br />responsibility for moving the line for the first five year period, <br />after which a percentage basis would be established for a cost sharing <br />program up to twenty-five years following the placement of the line, <br />at which time, the City would agree to assume the full cost of relocation. <br />Dr. Byrom also asked that the Academy be authorized to approve <br />future taps to the line so as to give San Marcos Baptist Academy <br />priority of service on the sewer line. ~1r. Hyatt and Mr. Breihan <br />encouraged the Council to consider allowing the Academy to contract <br />the sewer line extension. Mr. Sutton and Mr. Tenorio disagreed stating <br />that they felt the City should contract the work. Mr. Hyatt moved <br />to authorize the staff to proceed with plans on the project subject to <br />Council approval of the final construction contract and agreement with <br />San Marcos Baptist Academy. Mr. James seconded the motion which passed <br />unanimously. <br /> <br />The Mayor introduced for consideration the award of a bid on a sewer <br />line extension to the South Industrial Site. The City Manager reported <br />that the staff had been working with International Electric Corporation <br />representatives and had determined that the proposed sewer line <br />improvement plan was inadequate to serve the site. Mr. Gonzalez <br />recommended that the Council table consideration of the item until <br />January 7th. Mr. Hyatt moved to table further consideration of the <br />item until January 7th. Mr. Sutton seconded the motion which passed <br />unanimously. <br />
