Payne; Geneva Gomez <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Minutes of the Regular Meeting held December 17, 1974 were <br />approved as presented on motion of Mr. DeLa Rosa and second of <br />Mr. Cunningham. <br /> <br />I <br />I <br /> <br />The Mayor opened a Public Hearing to consider a request for a <br />change in zoning of Lots 112 and 113 in the Park Addition, Third <br />Division, from "R-l" to "C". The applicant, Lyndon Herring, was <br />present with his attorney, Thomas Harwood, who requested the change <br />on the basis of similar usage of surrounding property. Dr. Pat <br />Norwood came before the Council with a petition signed by 20% <br />of adjacent property owners in objection to the change. The <br />Mayor closed the hearing and read the caption of an ordinance <br />as follows: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH <br />REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, <br />STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY <br />CHANGING THE ZONING OF LOTS 112 AND 113 IN THE PARK <br />ADDITION, THIRD DIVISION, LOCATED AT 828 CHESTNUT STREET, <br />FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "c" (COMMERCIAL). <br /> <br />Mr. DeLa Rosa moved the Ordinance not be approved. Mr. Dibrell <br />seconded the motion. On roll call, the following vote was <br />recorded: <br /> <br />AYE: DeLa Rosa, Dibrell, King <br />NAY: Cunningham, Etheredge, Tauch <br />ABSTAIN: Flores <br /> <br />The Mayor declared the Ordinance not approved. <br /> <br />I <br /> <br />Mr. Etheredge opened a Public Hearing to consider a request for <br />a change in zoning of Lots 91 through 96, III through 113, and <br />the southwest one-half of Lot 114 in the Zack Williams Addition, <br />from "R-l" to "P-2". There were no persons present to request <br />the change. Bert Miller came before the Council with a petition <br />signed by more than 20% of adjacent property owners in objection <br />to the change. The Mayor closed the hearing and read the caption <br />of an ordinance as follows: <br />
