<br />The Mayor called the meeting to order at 7:30 p.m.
<br />
<br />Councilman King gave the Invocation.

<br />The Minut,es of November 8 were approved as presented, on motion
<br />of Mrs. Emery and ,second of Mr. King. The Minutes ofa Special
<br />Meeting were approved as presented, with Councilme,n Etheredge,
<br />Flores and Tauch abstaining because of their absence at the meet-
<br />ing. The Mayor explained the reason for the Special Meeting.

<br />The Mayor opened a public hearing on a request for change" of
<br />zoning from "R-,l" to "c" of property located on Lot 7, Ed. J. L.
<br />Green Addition, situated at 802 West San Antonio.
<br />Wallace Barber, re,presenting Mrs. IIdra P. Allbright, owner of the
<br />property, said the case for rezoning had already been presented at
<br />a previous meeting . He pointed out facts that justified the request
<br />to have the property rezoned "C", commercial.
<br />Mrs.Virginiq O'Bryan stated she had no objection to commercial
<br />zoning, but wanted assurance that the property would never be used
<br />for a fraterni ty ho,us,e.
<br />Henry C.Kyle said he lived in thenen,ghborhood, and was opposed
<br />to any changE; of zoning in a residential area. He said a change
<br />to "commercial" would also cause taxes to go up.
<br />Mrs. Allbright presented her case before the CounciL She said tkey
<br />had given the,irword that the property would not be rented to a
<br />fraternity, and said in the .event of a sale, tkey would be willing
<br />to put it in a deed restriction. She said the property had been
<br />used for 12 years under a non-conforming classi fication"and rezoning
<br />the lot "commercial" simply would be continuing its use on a perma-
<br />nent, basis.
<br />Walter Kidd and Ed LOtJgcope also spoke in opposition to the change
<br />in zoning.
<br />Mrs. Allbright asked how many who had spoken against the change lived
<br />within 200 feet. Three persons raised their hand&. Mrs. Allbright
<br />commented that two out of three had objected solely on the grounds
<br />of opposition to a fraternity house in the neighborhood.

<br />The Mayor declared the public hearing closed.
