<br />The Mayor called the special meeting to order at 6:00 p.m.
<br />

<br />The City Manager welcomed guests, and turned the meeting over to
<br />Roger C. Hartung, of the U.S. Corps of Engineers. Mr. Hartung
<br />explained that the Corps had, at the request of the City of San
<br />Marcos, made a study over a peri09 of years of the causes of
<br />floods in the San Marcos River Watershed. Following presentation
<br />of the plan and recommendations, the Council requested the Corps
<br />to drop the plan. Subsequently, the City sought the services
<br />of the U.S. Soil Conserva~ion Service in construction of small
<br />dams in the Watershed as a flood control program.
<br />Mr. Hartung said the Corps of Engineers now has a policy of pub-
<br />lishing reports, and the one being presented at this time was on
<br />the May 15, 1970 San Marcos River Flood. The report, he explained,
<br />spelled out the problems, with references to floods of 1913, 1921,
<br />1952 and 1970, and "the hundred-year flood" theory. It contained
<br />no recommendations.
<br />Using charts and maps, Mr. Hartung explained the floodway and
<br />floodway fringe areas of San Marcos, and touched on their effect
<br />on flood insurance. He stated the City would have to pass measures
<br />to cmntrol buildings in the floodway areas, or lose eligibility for
<br />the National Flood Insurance Program.

<br />Others who spoke on flood control were Alan ("Andy") Anderson of
<br />SCSi Ed De Loreto of National Weather Service; Paul Gillett, Chief
<br />of Flood Plain Services, Texas Water Development Board; and
<br />Jim Cauthorn, Chairman, of the Board of the proposed Upper San
<br />Marcos Watershed Flood Control District. Mr. Cauthorn explained
<br />the Board had set the election to establish the flood control
<br />district for Sept. 23, 1971.
