<br />The Mayor opened the Public Hearing at 2:00 p.m. He explained
<br />that under the new Charter, the City has the right to annex uni lat-
<br />erally. The Planning & Zoning Commission was asked to study an
<br />annexation plan, and had made the recommendation to the Counci I that
<br />440 acres be annexed. The Mayor invited comments and/or questions
<br />from those present. He asked speakers to confine thjjr remarks to
<br />two minutes.

<br />Among those who protested the action, or questioned the time sched-
<br />ule of providing services to the annexed property were: Fred Howard,
<br />Elizabeth Kennard, Frank Mooney, Jerri Veidt, J.N. Holmes, Dr. W.E.
<br />"Henry" Norris, L.D. Brown, Mrs. W.E. Norris, H.A. Saunders, Robert
<br />Fourqurean, Mrs. James N. Col I ins, J.L. Moore, Mrs. J.L. Moore,
<br />W.E. West, Donald Kampworth, Clovis Barker, Clinton McDougal, and
<br />Garland Stokes.

<br />and Dr. Bi Ily J. Hinton, P & Z member, explained the purpose of
<br />the annexation, and the advantages to the City as a whole. Mr.
<br />Younger, speaking to the doubts about the City's abi lity to serve
