Brown <br />Robert L. Cavazos <br />Berry R. James <br />John A. Kreczmer <br />Elida A. Mendez <br />Tess Norris <br /> <br />City Manager <br />City Secretary <br />City Attorney <br />Director of Finance <br />Director of Public Safety <br />Acting Director of Public Works <br /> <br />A. C. Gonzalez <br />Janis K. Womack <br />Barbara Edwards <br />Earl Williams <br />Bob Minnie <br />George Boeker <br /> <br />Also Present: Jerri Martin, Gregg Echols, Jackie Matthys, Kelly <br />Kilber, Jeff Watkins, Ken Long and others. <br /> <br />Mayor Craddock called the meeting to order at 7:35 p.m. <br /> <br />Mayor Craddock announced she would entertain a motion to adjourn into <br />Executive Session pursuant to Article 6252-17, Section 2(f), V.A.C.S., <br />to discuss land acquisition. Mr. Brown moved that the Council adjourn <br />into Executive Session and Mr. Kreczmer seconded the motion, which <br />passed unanimously. The Council remained in Executive Session for <br />approximately 45 minutes. <br /> <br />When the Council returned to the Council Chambers, Mrs. Norris moved <br />that the Council convene from Executive Session and Mrs. Mendez se- <br />conded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval to raise the tax <br />rate and to set a hearing therefor. Mr. James moved to table this item <br />until after the discussion of the 1981-1982 budget and Mr. Brown second- <br />ed the motion, which passed unanimously. <br /> <br />Mayor Craddock then introduced for consideration the discussion of <br />the 1981-1982 budget. Attached is a memorandum from the Director of <br />Finance, Mr. Earl Williams, to the City Manager, Mr. A. C. Gonzalez, <br />in regard to various line items that were not reflected in the City <br />Manager's 1981-1982 budget. <br /> <br />In regard to personnel salaries, Mr. Cavazos moved that all employees <br />receive a $1,000 raise rather than 8% COL and Mr. Kreczmer seconded <br />the motion. On roll call the following vote was recorded: <br /> <br />AYE: Cavazos, Kreczmer and Mendez. <br /> <br />NAY: Brown, James, Craddock and Norris. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. <br /> <br />Mayor Craddock moved to go back to Item 4 on the agenda, consider <br />approval to raise tax rate and setting hearing therefor and Mrs. <br />Norris seconded the motion, which passed unanimously. <br /> <br />Mrs. Norris moved to increase the tax rate 3 cents per $100 and to <br />set a hearing date and Mr. James seconded the motion. On roll call <br />the following vote was recorded: <br /> <br /> <br />
