<br />90. <br /> <br />RESOLUTION 2005 - <br /> <br />50 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS HOME <br />INVESTMENT PARTNERSHIPS PROGRAM GRANT APPLICATION TO <br />THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS <br />FOR FUNDING FOR A OWNER-OCCUPIED HOUSING ASSISTANCE <br />PROGRAM; AUTHORIZING THE CITY MANAGER TO ACT IN ALL <br />MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE HOME <br />PROGRAM; APPROVING THE WAIVER OF FEES AND THE <br />CONTRIBUTION OF IN-KIND SERVICES AND INTERIM FINANCING <br />TOWARDS THIS PROGRAM AND DECLARING AN EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br />1. The City Council desires to develop a viable urban community, including <br />decent housing, a suitable living environment and expanding economic opportunities, <br />principally for persons of low/moderate income. <br /> <br />2. Conditions exist which represent a threat to the public health and safety. <br /> <br />3. It is necessary and in the best interest of the City to submit a grant application <br />to the Texas Department of Housing and Community Affairs (UTDHCA") for 2005 Texas <br />Home Investment Partnerships (UHOME") Program funding. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />PART 1. The City's application for $500,00.00 in grant funds from TDHCA <br />through its Texas HOME Owner-Occupied Housing Assistance program in order to <br />establish a housing rehabilitation/reconstruction program is approved and authorized to <br />be filed on behalf of the City. <br /> <br />PART 2. The City Manager is authorized to act in all matters in connection with <br />this application and the City's participation in the HOME Program. <br /> <br />PART 3. The waiver of an estimated $65,000.00 in fees and in-kind services <br />is approved as a contribution toward the activities of this housing <br />rehabilitation/reconstruction program. <br /> <br />PART 4. The contribution of $250,000.00 in interim financing toward the <br />activities of this program is approved. <br /> <br />PART 5. This Resolution shall be in full force and effect immediately from and <br />after its passage. <br />
