The Sunset Advisory Commission, in its June 14, 2004 report to the City Council, <br />recommended that the City Council require all boards and commissions to include a citizen <br />comment period and question and answer session on the agenda for their meetings. <br /> <br />2. The City Council wishes to implement this recommendation of the Sunset Advisory <br />Commission. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />I <br /> <br />SECTION 1. Section 2.066 of the City Code lS amended as follows (underlining <br />indicates added text; overstrike indicates deleted text): <br /> <br />Sec. 2.066.0pen meetings.i..i!~nda items. <br /> <br />ill All city boards and commissions whose membership is wholly appoirrred by the city <br />council shall comply with the standards for open meetings as prescribed by state law for <br />members of governmental bodies. <br /> <br />(b) The agenda for each meeting of a city board or commission whose membership is <br />wholly appointed by the city council shall include a citizen comment period and a <br />question and answer period. <br /> <br />SECTION 2. If any word, phrase, clause, sentence, or paragraph of this ordinance is <br />held to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of <br />this ordinance will continue in force if they can be given effect without the invalid portion. <br /> <br />SECTION 3. All ordinances and resolution or parts of ordinances or resolutions in <br />conflict with this ordinance are repealed. <br /> <br />I <br /> <br />SECTION 4. This Ordinance will take effect ten days after the date of its final passage, <br />and the City Clerk will publish notice of its adoption in a newspaper of general circulation in the <br />City. <br /> <br />1 <br />
