<br />142. <br /> <br />RESOLUTION NO. 2004---.! ?JlR <br /> <br />I <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, APPROVING A <br />MITIGATION PLAN FOR HAYS COUNTY AND <br />INCORPORATED AREAS IN HAYS COUNTY; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br />1. The Mitigation Plan for Hays County and Incorporated Areas, Texas (the <br />"Mitigation Plan") is more than just another planning document. It is a record of the <br />community's potential risks and hazards, and commitment to reducing the long-ternl <br />consequences of those hazards. The mitigation plan outlines goals within a community, <br />identifies risk reduction strategies for hazards that threaten the area, and discusses the ongoing <br />risk reduction activities undertaken within the jurisdiction. <br /> <br />2. The Disaster Mitigation Act of 2000 and the Federal Emergency Management <br />Agency (FEMA) require the creation of a MitigatlOn Action Plan (MAP) to ensure <br />consideration of continued federal funding in times of disaster. <br /> <br />I <br /> <br />3. Halff Associates, Inc. and the Hays County Mitigation Committee were tasked with <br />the preparation of the county-wide mitigation action plan. <br /> <br />4. The Mitigation Plan includes the following communities: unincorporated areas of <br />Hays County, Village of Bear Creek, City of Buda, City of Dripping Springs, City of Hays, <br />City of Kyle, City of Mountain City, City of Niederwald, City of San Marcos, Township of <br />Uhland, Village of Wimberley and the City of Wood creek. <br /> <br />5. The Mitigation Plan also includes a floodplain mitigation portion to comply with <br />the Flood Mitigation Assistance Program (FMA) and FEMA's Community Rating System <br />Program (CRS) <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />PART 1. The attached Mitigation Plan for Hays County and Incorporated Areas, <br />Texas, is approved. <br /> <br />PART 2. The City's Emergency Management Coordinator, Kenneth E. Bell, is <br />authorized to execute the Mitigation Plan on behalf of the City. <br /> <br />I <br /> <br />P ART 3. This Resolution is in full force and effect immediately from and after its <br />adoption. <br />
