C. <br />Hughson, John Kreczmer, Dusty Rhodes, Dan O'Leary, Jerri Martin, George <br />Human, Jake Krauskopf, Joe Garza, Sharyl Werner, Shirley Wickersham, <br />Lou Cole, George Norris, Carolyn Shellman, Sammie Hardeman, Gredd Echols, <br />Melissa Millecam, William tillddle, Francis Horne, Daniel Brown, Fraye Bost, <br />Bill Stouffer, Mrs. W.A. Moore, Terry Lighthouse, Ken Moss, Gordon <br />Thompson, Joe Cox, and others. <br /> <br />The Mayor called the meeting to order at 5:00 p.m. <br /> <br />The Mayor introduced for consideration approval of the minutes of the <br />Regular Meeting held July 28, 1980. Mr. Cavazos moved to approve <br />the minutes. Mrs. Norris seconded the motion, which passed unanimously. <br /> <br />The Mayor then introduced for consideration approval of the minutes <br />of the Special Meeting held July 30, 1980. Mrs. Norris moved to approve <br />the minutes. Mr. Stokes seconded the motion. Mr. Stokes said he thought <br />a 6" minimum line requirement for utility extension applicants was the <br />concensus of the Council. The Mayor stated that it was an 8" line. On <br />roll call, the following vote was recorded: <br /> <br />I <br /> <br />AYE: Cavazos, Kraus, Norris, Stokes <br /> <br />NAY: None <br /> <br />ABSTAIN: James <br /> <br />The Mayor then amended the agenda and went to Item #5 to canvass returns <br />of the Special Election held August 9, 1980. After the returns were <br />canvassed, the Resolution declaring the results of the Special Election <br />was introduced. Mr. James moved to adopt the Resolution. Mrs. Norris <br />seconded the motion, which passed unanimously. The Certificate of Election <br />and Oath of Office were administered to Mr. Tarbutton, who then took his <br />seat on the Council. <br /> <br />The Mayor then returned to item #4 on the agenda. The City Secretary <br />and Deputy City Secretary read an Ordinance in its entirety having the <br />following caption: <br /> <br />I <br /> <br />AN ORDINANCE TO REGULATE AND RESTRICT THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND: DECLARING THE PURPOSE: <br />PROVIDING FOR CHANGES AND AMENDMENTS: ESTABLISHING AN OFFICIAL <br />ZONING MAP: ESTABLISHING DEFINITIONS: DESIGNATING DISTRICTS: <br />PROHIBITING USE: PROVIDING FOR NEWLY ESTABLISHED TERRITORY: <br />SETTING FORTH USE RESTRICTIONS IN THE SEVERAL DISTRICTS: <br />ESTABLISHING LAND COVERAGE: PROVIDING FOR PARKING: PROVIDING <br />FOR SETBACK: DEFINING NONCONFORMING USES: PROVIDING FOR A <br />BOARD OF ADJUSTMENT: PROVIDING ENFORCEMENTS AND REMEDIES: <br />CLARIFYING CONFLICTING ORDINANCES: PROVIDING FOR A SAVINGS <br />CLAUSE: AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to table the Ordinance. Mr. Brown seconded the motion, <br />which passed unanimously. <br /> <br />* <br /> <br />Mr. Brown arrived at 5:25 p.m. <br />
