<br />114 <br /> <br />RESOLUTION 1999- 79 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, APPROVING THE APPOINTMENT <br />OF FRANCES OLIPHANT AS ASSISTANT CITY <br />SECRETARY FOR PURPOSES OF VITAL STATISTICS <br />RECORDS ADMINISTRATION; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br />1. Section 191.022 of the Texas Health and Safety Code designates the City <br />Secretary as the local registrar of births and deaths of persons occurring within the City. <br /> <br />2. A need exists for the appointment by the City Secretary of an Assistant City <br />Secretary to serve as a deputy local registrar for purposes of vital statistics records <br />administration. <br /> <br />3. The approval of the City Council is necessary for the appointment of <br />Assistant City Secretaries under City Charter Section 4.02. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br />PART 1. That the appointment by the City Secretary of Frances Oliphant as <br />Assistant City Secretary to serve as deputy local registrar for purposes of vital statistics <br />records administration is approved. <br /> <br />PART 2.
