<br /> l62 <br /> - <br /> RESOLUTION 1997- 67 R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, OPPOSING THE PASSAGE OF PROPOSITION <br /> NO. ONE REGARDING THE USE OF MARIJUANA FOR MEDICAL <br /> PURPOSES; AND DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. The May 3, 1997 City election ballot includes Proposition No. One, an <br />initiative ordinance regarding the therapeutic use of marijuana for serious medical <br />disorders. <br />2. The statutes prohibiting the sale, possession and use of marijuana were <br />enacted by the United States Congress and the Texas Legislature, and the City of San <br />Marcos does not have the authority to reverse the policy decisions of those bodies. <br />3. The federal government has a process in place for determining the safety and <br />effectiveness of use of substances such as marijuana in treating medical disorders, and <br />the City Council believes this process should be followed. <br />4. In spite of the non-binding nature of Proposition No. One1 the passage of this <br />initiative ordinance would compromise the zero-tolerance policies on the use of illegal <br />drugs that have been adopted by the San Marcos Consolidated Independent School <br />District, Southwest Texas State University and many area employers, and would result in <br />conflicting messages to the youth of our community on the issue of illegal drug use. <br />5. The passage of Proposition No. One would reflect poorly on the image of San <br />Marcos in the eyes of the state and the nation, and detrimentally affect the City's efforts <br />towards tourism and economic development. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br />PART 1. The City Council steadfastly opposes the passage of Proposition No. One, <br />and urges all voters in San Marcos to vote "AGAINST" on this proposition. <br />PART 2. That this Resolution shall be in full force and effect from and after its <br />passage. <br />ADOPTED this 28TH day of APRIL ,1997. <br /> ß~~.~ <br /> Billy G.
