RESOLUTION 2012 -161R <br />A RESOLUTION BY THE CITY OF SAN MARCOS, TEXAS AUTHORIZING THE <br />GUADALUPE - BLANCO RIVER AUTHORITY APPLICATION FOR FLOOD PROTECTION <br />PLANNING GRANT ASSISTANCE FILED WITH THE TEXAS WATER DEVELOPMENT <br />BOARD. <br />WHEREAS, the Guadalupe - Blanco River Authority (GBRA) is performing a Phase I Flood <br />Feasibility and Flood Protection Study (Study) for the main stem of the Guadalupe River below Canyon <br />Dam, the Blanco River, and the San Marcos River; and <br />WHEREAS, GBRA successfully obtained a 50% cost -share from the U.S. Army Corps of <br />Engineers (COE) and a 25% cost share from the Texas Water Development Board (TWDB) for Phase I; <br />and <br />WHEREAS, GBRA paid the local 25% cost share for Phase I, and now desires to assist its <br />communities with the opportunity to study their local watersheds that drain into the Guadalupe River, the <br />Blanco River, and the San Marcos River as shown on the attached Exhibit A; and <br />WHEREAS, the communities of the Village of Wood Creek and the City of Luling participated in <br />Phase I and paid the local 25% cost share for studies of their creeks; and <br />WHEREAS, GBRA ensures that the proposed planning does not duplicate existing projects with <br />the exception of updating existing flood protection plans; and <br />WHEREAS, GBRA will participate with the COE for Phase II of the Study to obtain a similar <br />50% cost share; and <br />WHEREAS, GBRA will assist by managing Phase 11 of the Study through Inter -local Agreements <br />with local communities; and <br />WHEREAS, the City of San Marcos desires to participate in Phase II of the Study with GBRA and <br />further agrees to fund the local 25% of the cost as shown on the attached Exhibit B; and <br />WHEREAS, the City of San Marcos will attempt to pursue implementation of viable solutions <br />identified through the proposed planning effort and will pursue and identify potential sources of funding for <br />implementation of viable solutions; and <br />WHEREAS, the City of San Marcos is currently participating in the National Flood Insurance <br />Program, making flood insurance available for all insurable structures within its city limits. <br />THEREFORE, BE IT RESOLVED that the City Council of the City of San Marcos, Texas <br />authorizes support of this application to the Texas Water Development Board for flood protection planning <br />grant assistance for the purposes of obtaining a 25% cost share for Phase 11. <br />PASSED and APPROVED by the City Council of the City of San Marcos on the 18th day of <br />December, 2012. <br />A <br />iel Guerrero Mayor <br />
