<br />80 <br /> <br /> <br />RESOLUTION 1992- 126 R <br /> <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS SOLICITING SUPPORT FROM <br />THE GOVERNING BODIES OF ALL TAXING UNITS <br />ENTITLED TO VOTE ON THE APPOINTMENT OF BOARD <br />MEMBERS FOR THE HAYS COUNTY APPRAISAL DISTRICT <br />TO OPPOSE THE ACCEPTANCE BY THE DISTRICT OF A <br />1.5 ACRE TRACT OF LAND FROM THE HAYS <br />CONSOLIDATED INDEPENDENT SCHOOL DISTRICT TO BE <br />USED FOR THE PURPOSE OF RELOCATING THE <br />APPRAISAL DISTRICT'S OFFICES, BY EITHER <br />RESCINDING ANY SUPPORTIVE ACTION HERETOFORE <br />TAKEN OR RESOLVING TO OPPOSE THIS RELOCATION; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br /> <br />WHEREAS, the Hays County Appraisal District in 1987 requested <br />the city to construct and provide to the District approximately <br />9,000 square feet of office space; and, <br /> <br />WHEREAS, the City, in good faith, issued certificates of <br />obligation and incurred a substantial debt to accommodate the <br />request of the Appraisal District, including the paYment of debt <br />service for approximately two decades; and, <br /> <br />WHEREAS, the Appraisal District employees have-efficiently and <br />with the utmost integrity been carrying out the duties and <br />responsibilities of the District at the location provided at the <br />City's expense and at the request of the District; and, <br /> <br />WHEREAS, despite sufficient office space being provided by the <br />city, the Appraisal District is presently seeking support for the <br />acceptance of 1.5 acres of land from the Hays Consolidated <br />Independent School District to construct new Appraisal District <br />Offices, thereby incurring additional debt to be paid by area <br />taxpayers; and, <br />I <br />WHEREAS, the City believes it to be in the best interest of <br />all taxpayers for whom the Appraisal District collects taxes to <br />oppose the acceptance of this 1.5 acre tract of land in that the <br />purchase will place an additional and unwarranted tax burden on the <br />people served by the Appraisal District; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />PART 1. That the City of San Marcos hereby solicits support <br />from the governing bodies of all taxing units entitled to vote on <br />the appointment of board members for the Hays County Appraisal <br />District to oppose the acceptance of a 1.5 acre tract of land by <br />the Appraisal District from the Hays Consolidated Independent <br />School District for the purpose of relocating the Appraisal <br />District's Offices, by either: <br /> <br />(a) Rescinding any supportive action heretofore taken <br />in this matter; or <br /> <br />(b) By resolving to oppose this relocation; or <br /> <br />,- (c) By taking no action regarding this relocation. <br /> <br />1 PART 2.
