<br /> 78 <br /> RESOLUTION 1991- 85 R <br /> - <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br /> OF SAN MARCOS, TEXAS SUPPORTING T\'¡O <br /> IMPROVEMENT PROJECTS FOR INTERSTATE HIGHWAY 35 <br /> IN THE SAN MARCOS AREA: AND PROVIDING AN <br /> EFFECTIVE DATE. <br /> WHEREAS, the Sta te Department of Highways and Public <br />Transportation has proposed two improvement projects for <br />Interstate Highway 35 in the San Marcos area, the first being the <br />replacment of the southbound mainlane bridge over the Blanco <br />River, and the second consisting of the addition of traffic lanes, <br />frontage roads, overpasses, illumination and related improvements <br />between State Highway 123 and the Comal County line: and <br /> WHEREAS, the additional lanes to be constructed from Highway <br />123 to the Comal County line will facilitate the greatly increased <br />traffic now using IH-35, which averages more than 4Ø,ØØØ vehicles <br />a day: and <br /> WHEREAS, this traffic volume will increase as the Austin-San <br />Marcos-San Antonio corridor continues to grow, with projections <br />for the next 2Ø years indicating that the use of IH-35 through San <br />Marcos is expected to double: and <br /> WHEREAS, providing an additional lane in each direction will <br />improve safety and traffic flow through San Marcos: and <br /> ìvHEREAS, this High,.,ay Department project will also provide <br />much needed improvements to the frontage roads and en-:.rance and <br />exit ramps, particularly between State Highway 123 and ì'londer <br />World Drive (FM 34Ø7), and widening the northbound and southbound <br />frontage roads in this area will relieve existing congestion, and <br />establishing one-way traffic \Ad 11 greatly enhance safety on the <br />access roads ~ and <br /> ìvHEREAS, the rehabilitation of the southbound lane of the <br />Blanco Ri v er bridge is also a necessary improvement, since <br />removing the concrete deck and beams of the southbound lane and <br />extending the northbound bridge structure will alleviate <br />structural problems and provide for future expansion of the bridge <br />to accommodate six lanes of traffic: and <br /> WHEREAS, the Highway Department has submitted the plans for <br />these projects to the U.S. Fish and Wildlife Service, the Texas <br />Parks and Wildlife Department and the Texas Water Commission for <br />environmental review, and the City appreciates the awareness and <br />concern of the Department for the special environmental <br />considerations in the San Marcos community~ and <br /> ìvHEREAS, the highway sections from north of the Blanco River <br />to Highway 123 will be proposed for future expansion to six lanes, <br />and the City is very interested in seeing this portion of IH-35 <br />improved to complete the highway project in our community: now, <br />therefore, <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> PART 1. That the City of San Marcos supports the expansion <br />of IH-35 from Highway 123 to the Cornal County line and the <br />rehabilitation of the southbound lanes of the Blanco River bridge <br />as proposed by the State Department of Highways and Public <br />Transportation. <br /> PART 2. That this Resolution shall be in full force and <br />effect immediately from and after its passage. <br /> ADOPTED this the22nd day of July , 1991. <br />
