<br /> 57 <br /> RESOLUTION 1991- 106 R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br /> OF SAN MARCOS, TEXAS SOLICITING SUPPORT FROM <br /> THE GOVERNING BODIES OF ALL TAXING UNITS <br /> ENTITLED TO VOTE ON THE APPOINTMENT OF BOARD <br /> MEMBERS FOR THE HAYS COUNTY APPRAISAL DISTRICT <br /> TO OPPOSE THE PURCHASE BY THE DISTRICT OF A <br /> 5.042 ACRE TRACT OF LAND FROM THE FEDERAL <br /> DEPOSIT INSURANCE CORPORATION, SAID LAND TO BE <br /> USE D FOR THE PURPOSE OF RELOCATING THE <br /> DISTRICT'S OFFICES, BY EITHER RESCINDING ANY <br /> SUPPORTIVE ACTION HERETOFORE TAKEN OR <br /> RESOLVING TO OPPOSE THIS PURCHASE; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> WHEREAS, the Hays County Appraisal District requested the City <br /> to construct and provide to the District approximately 9,000 square <br /> feet of office space; and, <br /> WHEREAS, the City, in good faith, issued certificates of <br /> obligation and incurred a substantial debt to accommodate the <br /> request of the Hays County Appraisal District, including the debt <br /> service for approximately two decades; and, <br /> WHEREAS, the Hays County Appraisal District employees have <br /> efficiently and with the utmost integrity been carrying out the <br /> duties and responsibilities of the District at the location <br /> provided at the City's expense and at the request of the District; <br /> and, <br /> WHEREAS, despite sufficient office space being provided by the <br /> City, the Hays County Appraisal District is presently seeking to <br /> purchase 5.042 acres of land from the Federal Deposit Insurance <br /> Corporation to construct Appraisal District Offices, thereby <br /> incurring additional debt to be paid by the taxpayer and removing <br /> the 5.042 acres from the tax rolls; and, <br /> WHEREAS, the City believes it to be in the best interest of <br /> all taxpayers for whom the Appraisal District collects taxes to <br /> oppose the purchase of this 5.042 acre tract of land in that the <br /> purchase will place an additional and unwarranted tax burden on the <br /> people of the District; now, therefore, <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> PART 1. That the City of San Marcos hereby solicits from the <br /> governing bodies of all taxing units entitled to vote on the <br /> appointment of board members for the Hays County Appraisal District <br /> their support in opposing the purchase of a 5.042 acre tract of <br /> land by the District from the Federal Deposit Insurance Corporation <br /> for the purpose of relocating the District's Offices, by either <br /> rescinding any supportive action heretofore taken in this matter or <br /> by resolving to oppose this purchase. <br /> PART 2.
