III MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 6, 1983 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Gerald G. Farr Fred Guerra Betty Jane Kissler * John A. Kreczmer Jaime Moore City Manager A. C. Gonzalez City Secretary Janis K. Womack Special Counsel * Charles Chapman Chief of Police Myron Galchutt Also Present: Jerri Martin, Tad Hershorn, Mark Hendricks, Olga Garza, John Scuro and others. Mayor Craddock called the meeting to order at 5:05 p.m. Mayor Craddock moved the Council adjourn into Executive Session pur- suant to Article 6252-17, §2(g) and §2(e), V.A.C.S., to discuss person- nel and pending litigation - James A. Rowley, Et Ux vs. City of San Marcos, Et AI, respectively, and Mr. Brown seconded the motion,vhich passed unanimously (5:06 p.m.) Mr. Guerra moved to convene at 7:33 p.m. and Mr. Farr seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration employing Special Counsel to render legal serVlces for the City of San Marcos and direction for a contract to be prepared and presented to the City Council for approval. Mayor Craddock moved that Charles Chapman be employed as Chief Special Counsel, and William Hague and James Houchins be employed as Special Counsel, and for the total amount to be paid the three attorneys to be $37,000 (already in the '83-'84 budget - $25,000-City Attorney; $12,000- Special Counsel), which would be $3,083.33 per month total and $l,027.78 per attorney per month. The Mayor stated the employment would be effect- ive as of September 6, 1983 and directed that a contract be prepared and presented to the Council for approval as soon as possible. The contract is to remain effective on a month-to-month basis until such time the Council employs a permanent City Attorney. Ms. Kissler seconded the motion, which passed unanimously.
