<br />III <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />MINUTES OF THE SPECIAL MEETING OF THE <br />CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SEPTEMBER 6, 1983 <br /> <br /> <br />PRESENT: Mayor Emmie Craddock <br /> <br />Council Members Karl W. Brown <br />Gerald G. Farr <br />Fred Guerra <br />Betty Jane Kissler <br />* John A. Kreczmer <br />Jaime Moore <br /> <br />City Manager A. C. Gonzalez <br />City Secretary Janis K. Womack <br />Special Counsel * Charles Chapman <br />Chief of Police Myron Galchutt <br /> <br />Also Present: Jerri Martin, Tad Hershorn, Mark Hendricks, Olga Garza, <br />John Scuro and others. <br /> <br />Mayor Craddock called the meeting to order at 5:05 p.m. <br /> <br />Mayor Craddock moved the Council adjourn into Executive Session pur- <br />suant to Article 6252-17, §2(g) and §2(e), V.A.C.S., to discuss person- <br />nel and pending litigation - James A. Rowley, Et Ux vs. City of San <br />Marcos, Et AI, respectively, and Mr. Brown seconded the motion,vhich <br />passed unanimously (5:06 p.m.) <br /> <br />Mr. Guerra moved to convene at 7:33 p.m. and Mr. Farr seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration employing Special Counsel <br />to render legal serVlces for the City of San Marcos and direction for <br />a contract to be prepared and presented to the City Council for approval. <br />Mayor Craddock moved that Charles Chapman be employed as Chief Special <br />Counsel, and William Hague and James Houchins be employed as Special <br />Counsel, and for the total amount to be paid the three attorneys to be <br />$37,000 (already in the '83-'84 budget - $25,000-City Attorney; $12,000- <br />Special Counsel), which would be $3,083.33 per month total and $l,027.78 <br />per attorney per month. The Mayor stated the employment would be effect- <br />ive as of September 6, 1983 and directed that a contract be prepared and <br />presented to the Council for approval as soon as possible. The contract <br />is to remain effective on a month-to-month basis until such time the <br />Council employs a permanent City Attorney.
