115 RESOLUTION 1990- 106 R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT BETWEEN THE CITY AND HAYS COUNTY REGARDING CHILD ABUSE INVESTIGATION SERVICES; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, there has been a 64% increase in child abuse cases since 1987 in San Marcos and Hays County as reported to the Department of Human Services located in San Marcos; and, WHEREAS, in light of this increase Hays County has submitted a criminal justice grant application to provide for a full-time child abuse investigator for use by both the City and County to increase both agencies' ability to detect and apprehend perpetrators of child abuse and other offenses against children; and, WHEREAS, the City of San Marcos recogni.zes the importance of this grant and realizes the necessity for a child abuse investigator's position; and, WHEREAS, the City Council, in Resolution 1990-17R, expressed its support for the County's grant application, and agreed to participate in an interlocal agreement with the County for funding the child abuse investigator position in the event the County's grant application was approved; and, WHEREAS, the County's grant application has been approved; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. That the terms and conditions of the agreement between the City and Hays County pertaining to Child Abuse Investigation Services, a copy of which is attached to this Resolution, are hereby approved. PAR'r 2. That the City Manager, Larry D. Gilley, is hereby authorized to execute this contract on behalf of the City. PART 3.
