<br /> 54 <br /> CITY OF SAN MARCOS <br /> RESOLUTION NO. 1989-115R <br /> STATE OF TEXAS <br /> A RESOLUTION OF THE CITY COUNCIL OF THE <br /> CITY OF SAN MARCOS, TEXAS, APPROVING A <br /> SAN MARCOS RIVER STEWARDSHIP PROGRAM <br /> AGREEMENT BETWEEN SAID CITY AND SOUTHWEST <br /> TEXAS STATE UNIVERSITY FOR STEWARDSHIP AND <br /> MAINTENANCE OF THE SAN MARCOS RIVER; <br /> AUTHORIZING THE MAYOR TO EXECUTE SAID <br /> AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> WHEREAS, the San Marcos River is a unique and delicate <br /> natural resource of incalculable value to the economy and public <br /> welfare of the City of San Marcos; and <br /> WHEREAS, said San Marcos River is an integral part of the <br /> park system of said City; and <br /> WHEREAS, the City Council of the City of San Marcos, Texas, <br /> has determined that a stewardship and maintenance program for the <br /> San Marcos River would be in the public interest in order to <br /> restore the San Marcos River to a river free from trash, <br /> sedimentation and unnecessary bogs of vegetation and clippings, <br /> and in order to provide a constant environment for aquatic life; <br /> and, <br /> WHEREAS, Southwest Texas State University has proposed that <br /> the City of San Marcos enter into an agreement with it for the <br /> stewardship and maintenance of the San Marcos River; and <br /> WHEREAS, ongoing research, public education, and public <br /> participation are essential elements in the success of any such <br /> stewardship or maintenance programs; and <br /> WHEREAS, Southwest Texas State University is uniquely able <br /> to provide the City of San Marcos with professional educators <br /> familiar with the San Marcos River and actively engaged in its <br /> study as well as extensive personal services from its faculty and <br /> student body; now, therefore, <br />
