The Ethics Review Commission considered amendments to the purposes, policies, <br />regulations and procedures of the Code of Ethics ordinance on August 28,2004 and on April 7, <br />2005, and voted on April 7, 2005 to recommend the amendments for adoption by the City Council. <br /> <br />3. The City Council has reviewed the amendments to the Code of Ethics recommended by <br />the Ethics Review Commission, and wishes to accept and implement the revisions contained in this <br />ordinance. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />SECTION 1. Chapter 2, Administration, Article 5, Code of Ethics, of the City Code is <br />amended as follows (underlining indicates added text; overstrike indicates deleted text): <br /> <br />ARTICLE 5. CODE OF ETHICS <br /> <br />DIVISION 1. GENERALLY <br />Sec. 2.421. Policy and purposes. <br /> <br />(a) Generalpolicv statement. It is the policy of the city that all city officials and employees shall <br />conduct themselves both inside and outside the city's service so as to give no occasion for <br />distrust of their integrity, impartiality or devotion to the best interest of the city and the public <br />trust which the city holds. To this end and to expressly ensure its accomplishment, the city <br />cmmcil establishes a code of ethics for the city to serve as a guide for conduct of the city's public <br />servants and as a basis for discipline for those who violate its terms. <br /> <br />(b) Appearance of improprietv. Public service is a public trust. All city officials and employees <br />are stewards of the public trust. They have a responsibility to the citizens of the city to administer <br />and enforce the City Charter and city ordinances.
