<br />70 <br />ORDINANCE 1986-4 <br /> <br /> <br />AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS ORDERING A <br />SPECIAL AND JOINT GENERAL ELECTION BY SAID <br />CITY AND THE SAN MARCOS CONSOLIDATED <br />INDEPENDENT SCHOOL DISTRICT, TO BE HELD IN THE <br />~ CITY OF SAN MARCOS, TEXAS ON APRIL 5, 1986 FOR <br />THE PURPOSE OF ELECTING A MAYOR, A CITY <br />COUNCIL MEMBER, PLACE ONE, AND A CITY COUNCIL <br />MEMBER, PLACE TWO; FOR THE PURPOSE OF <br />SUBMITTING AMENDMENTS TO THE CHARTER OF SAID <br />CITY; AND FOR THE PURPOSE OF SUBMITTING <br />PROPOSITIONS FOR THE REMOVAL OF PARKLAND AND <br />MUNICIPAL AIRPORT RESTRICTIONS ON THE USE OF <br />CERTAIN CITY-OWNED PROPERTY; AND SAID JOINT <br />GENERAL ELECTION TO BE HELD WITHIN AND WITHOUT <br />THE CORPORATE LIMITS OF SAID CITY ON APRIL 5, <br />1986 FOR THE PURPOSE OF ELECTING A SCHOOL <br />DISTRICT BOARD OF TRUSTEES MEMBER, PLACE <br />THREE, AND A SCHOOL DISTRICT BOARD OF TRUSTEES <br />MEMBER, PLACE FOUR; ESTABLISHING THE RATE OF <br />COMPENSATION TO BE PAID JUDGES AND CLERKS FOR <br />SERVICES RENDERED DURING SAID ELECTIONS; <br />MAKING PROVISIONS FOR THE CONDUCT OF THE <br />ELECTIONS AND OTHER PROVISIONS INCIDENT TO THE <br />PURPOSES OF THIS ORDINANCE; AND DECLARING AN <br />EMERGENCY. <br /> <br /> <br /> <br />BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS: <br /> <br />SECTION 1. That, in accordance with the provisions of <br />Articles III, V, and XII of the Charter of the City of San Marcos <br />and the laws of the State of Texas, so far as the same may be <br />applicable, a special election by the City of San Marcos, Texas <br />and a joint general election by the City of San Marcos, Texas and <br />the San Marcos Consolidated Independent School District shall be <br />held and the same are ordered and directed to be held at the <br />various polling places and election precincts within and without <br />the corporate limits of the City of San Marcos, Texas, as <br />hereinafter designated, on the 5th day of April, 1986, from the <br />hours of 7:00 a.m. to 7:00 p.m., at which joint general election <br />there shall be elected by the qualified voters of the City of San <br />Marcos from the City at large, a Mayor, for a term of two (2) <br />years, a City Council Member for Place One and a City Council <br />Member for Place Two, for terms of three (3) years each. By the <br />qualified voters of the San Marcos Consolidated Independent School <br />District, there shall be elected a School District Board of <br />Trustees Member, Place Three and a School District Board of <br />Trustees Member, Place Four, for terms of three years each. At <br />said special election there shall be submitted to the resident <br />qualified voters of said City amendments to the Charter of the <br />City of San Marcos and the removal of parkland restrictions on the <br />use of certain City-owned real property in order that the same may <br />be sold and/or traded and the proceeds therefrom used to acquire <br />more suitable parkland, and the removal of municipal airport <br />restrictions on the use of certain City-owned real property as the <br />same is no longer needed as an municipal airport. <br /> <br />SECTION 2. That the following propositions to amend the <br />Charter of the City of San Marcos, Texas shall be submitted to the <br />resident qualified voters of said City on said date for their <br />action thereon: <br /> <br />Proposition No.1 <br /> <br />FOR/AGAINST Amend Section 2.03(a) to provide for a <br />public hearing in an area proposed to be <br />annexed, as provided by State law. <br /> <br />Proposition No.2 <br /> <br />FOR/AGAINST Amend Section 3.06 to conform to State <br />law regarding calling a special election. <br />
