42 ORDINANCE 1986-30 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING SECTION 1 OF THAT ORDINANCE ADOPTED MARCH 24, 1986 WHICH ORDERED A SPECIAL ELECTION TO BE HELD ON APRIL 19, 1986 IF NO CANDIDATE FOR CITY COUNCIL MEM- BER PLACE ONE ON THE BALLOT FOR THE GENERAL ELECTION HELD APRIL 5, 1986 RECEIVED A MAJORITY VOTE AND WHICH ADOPTED CERTAIN OTHER PROVISIONS RELATING THERETO, TO CERTIFY THE NAMES OF THE RUNOFF CANDIDATES FOR PLACEMENT ON THE RUNOFF ELECTION BALLOT FOR SAID SPECIAL ELECTION TO BE HELD APRIL 19, 1986, AND AMENDING SECTION 3 OF SAID ORDINANCE TO DELETE THE NAME OF THE ALTERNATE JUDGE FOR PRECINCT NO. 30 AND TO SUBSTITUTE THEREFOR FRANCES COLEMAN; AND DE- CLARING AN EMERGENCY. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: SECTION 1. That Section 1 of that ordinance adopted March 24, 1986,which ordered a special election to be held on April 19, 1986 if no candidate for city council member place one on the ballot for the general election held April 5, 1986 received a majority vote and which adopted certain other provisions relating thereto,be amended to delete all of the present Section 1 and to substitute therefor the following: "SECTION 1. That a special election, to-wit: a runoff election shall be held in said City on April 19, 1986 to determine the winning candidate for city council member, place one, and the following names are here- by certified for placement on the runoff election ballot: Karl Brown Lionel Haverda" SECTION 2. That Section 3 of that ordinance adopted March 24, 1986, which ordered a special election to be held on April 19, 1986 if no candidate for city council member place one on the ballot for the general election held April 5, 1986 received a majority vote and which adopted certain other provisions relating there- to, be amended to delete the name of Wm. pryatel as alternate judge for Precinct No. 30 and to substitute therefor Frances Coleman. SECTION 3. That the importance of this Ordinance creates an emergency and an imperative public necessity so that the pro- visions of the Charter requiring that ordinances shall be pre- sented at three separate meetings and that no ordinance shall become effective until the expiration of ten (10) days follow- ing the date of its final passage be suspended, and these pro- visions are hereby suspended, and this Ordinance shall take ef- fect and be in full force and effect from and after its adoption and after its publication in a newspaper of general circulation in the area as required by the Charter of the City of San Marcos, Texas.
