Brown <br /> Bill Coddington <br /> Gerald G. Farr <br /> Fred Guerra <br /> Betty Jane Kissler <br /> Jaime Moore <br /> Bill Nicola <br /> City Manager A. C. Gonzalez <br /> City Secretary Janis K. Womack <br /> City Attorney Lamar W. Hankins <br /> Assistant City Manager Robert T. Herrera <br /> Director of Env. and Engineering Steve Jenkins <br /> Also Present: Melissa Millecam, Kevin Brown and others. <br /> Mayor Craddock called the Emergency Meeting to order at 4:40 p.m. <br /> Mayor Craddock announced the Council would canvass the returns of <br /> the recount of the returns for Council Member, Place 5, which recount <br /> was held April 10, 1985. <br /> Mayor Craddock introduced for consideration adoption of an Ordinance <br /> on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, CANVASSING RETURNS AND DECLARING RE- <br /> SULTS OF THE REGULAR ELECTION FOR THE PURPOSE OF ELECT- <br /> ING A COUNCIL MEMBER, PLACE FIVE, ON APRIL 6, 1985, AND, <br /> DECLARING AN EMERGENCY. <br /> Mr. Farr moved for adoption of the Ordinance on emergency and Mr. <br /> Moore seconded the motion. The tabulation of the recount was read <br /> in its entirety into the record. The Council then unanimously adopt- <br /> ed the Ordinance on emergency. <br /> Mayor Craddock then issued the Certificate of Election to Bill Nicola <br /> as Council Member, Place 5, and City Secretary Womack administered <br /> Mr. Nicola's Oath of Office. <br /> Mayor Craddock introduced for consideration the election of a Mayor- <br /> Pro-Tempore. Mr. Brown moved to appoint Fred Guerra as Mayor Pro- <br /> Tempore and Ms. Kissler seconded the motion. On roll call the follow- <br /> ing vote was recorded: <br /> AYE: Brown, Coddington, Farr, Craddock, Kissler, Nicola. <br /> NAY: None. <br /> ABSTAIN: Guerra. <br /> Mayor Craddock introduced the staff report and consideration of approv- <br /> al for authorization for modificationlexpansion of the Wastewater Treat- <br /> ment Plant Laboratory. Mr. Jenkins reviewed with the Council updated <br /> material regarding the modification/expansion. After much discussion <br /> of the Council, Staff was directed to prepare a change order working <br /> through Carothers with the City to make the determination of what <br /> subcontractors will be used for the modificationlexpansion trying <br /> to use local subcontractors for the project. <br />
