<br /> 64 <br /> RESOLUTION 1983-21R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE <br /> CITY OF SAN MARCOS, TEXAS CALLING UPON <br /> THE PRESIDENT TO PROPOSE A FREEZE IN THE <br /> ARMS RACE; CALLING UPON THE PRESIDENT AND <br /> CONGRESS TO RETURN THE FUNDS SAVED TO <br /> CIVILIAN USE AND DECLARING AN EFFECTIVE <br /> DATE. <br /> WHEREAS, qualified voters voting in the April 2, 1983, <br /> Regular City Election in San Marcos, Texas, by a vote of <br /> 684 to 390 approved a proposition mandating that the San <br /> Marcos City Council take action in support of the proposal <br /> for a bilateral nuclear weapons freeze; and, <br /> WHEREAS, the San Marcos City Council wishes to comply <br /> with said mandate; now, therefore, <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS: <br /> PART 1. That the San Marcos, Texa s, City Council <br /> hereby calls upon President Ronald Reagan to propose to the <br /> Union of Soviet Socialist Republics (U.S.S.R) that together, and at <br /> the same time, both the U.S.A. and the U.S.S.R. freeze the <br /> arms race, by immediately adopting a halt to all further testing, <br /> production and deployment of nuclear warheads, missiles and <br /> delivery systems. <br /> PART 2. That the San Marcos, Texas, City Council hereby <br /> calls upon President Ronald Reagan and the United States <br /> Congress to return the funds saved by said freezing of the arms <br /> race to civilian use. <br /> PART 3.
