<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE
<br /> CITY OF SAN MARCOS, TEXAS,ADOPTING A
<br /> MASTER PLAN FOR SAN MARCOS, TEXAS; REPEALING
<br /> THE 1970 COMPREHENSIVE PLAN FOR SAID CITY;
<br /> REQUIRING A PUBLIC HEARING PRIOR TO AMEND-
<br /> MENT OF THE .f\ßSTER PLAN AND DECLARING AN
<br /> EFFECTIVE DATE.
<br /> WHEREAS, the City of San Marcos, Texas, has enga~ed in
<br /> the process of improving the City's plan for the physlcal
<br /> development of said City; and,
<br /> WHEREAS, as a part of that process, .the City of San Marcos
<br /> has engaged the services of Freese and Nlchols, Inc.~ to.totally
<br /> revise and update the 1970 Comprehensive Plan for sald Cl~y and
<br /> to preppre a Master Plan for the future development of sald
<br /> City; and,
<br /> WHEREAS, citizen participation in the process was secured
<br /> through the creation of six community sectors in San Marcos; and,
<br /> WHEREAS, meetings were held in those sectors throughout the
<br /> process to receive information and comment from citizens about
<br /> issues of concern; and,
<br /> WHEREAS, the Master Plan Executive Committee and the Master
<br /> Plan Committee provided guidance throughout the process; and,
<br /> WHEREAS, guided by such community effort as well as its
<br /> technical expertise, Freese and Nichols, Inc. has prepared a
<br /> Master Plan for said City; and,
<br /> WHEREAS, public hearings to consider approval of the Master
<br /> Plan prepared by Freese and Nichols, Inc., were held at San
<br /> Marcos City Hall on August 2, 1982, and January 24, 1983, at
<br /> which time all interested persons were allowed to speak on said
<br /> matter; now, therefore,
<br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN
<br /> l1ARCOS, TEXAS:
<br /> SECTION 1. That the Master Plan for San Marcos, Texas,
<br /> prepared for said City by Freese and Nichols, Inc. Consulting
<br /> Engineers and Planners, of Austin, Texas, and bearing the date
<br /> October 1981, a copy of which shall be kept on file in the office
<br /> of the City Secretary for said City, is hereby approved for use
<br /> as a plan for the physical development of said City.
<br /> SECTION 2. That the 1970 Comprehensive Plan for the City
<br /> of San Marcos, Texa s, approved by Resolution adopted on March
<br /> 9, 1970, and amendments thereof, is hereby repealed.
<br /> SECTION 3. That said Master Plan shall not be amended
<br /> prior to at least one public hearing on the proposed action.
<br /> SECTION 4. That this Ordinance shall be in effect ten
<br /> days from and after its passage and publication in a newspaper
<br /> of general circulation in the area.

<br /> PASSED AND APPROVED on second reading February 28, 1983.
