64 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 13, 1989 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern * Fred Guerra Council Members * Billy G. Hankins Assistant City Attorney Gayle Grassle Director of Engineering Steve Jenkins Also Present: Bob Barton, Henry Kyle, Chris Luna, Sr., Mike Zimmerman, Rachel Vasquez, Melissa Millecam, Danny Dever, Mark Lambdin, Jenny Kile, Richard Dotson, Mike Wood and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of two appointments to complete vacancies on the Historic Preservation Commission. No names were submitted for a citizen of San Marcos who has demonstrated an interest in the history of San Marcos and of a Planning Commission member to serve on the Historic Preservation Commission. The Council requested an item be placed on the Planning Commission's agenda to discuss the Council's desire that a Planning Commission member continue to serve on the Historic Preservation Commission and to reschedule the two appointments for the Council's next meeting March 27. Mayor Morris introduced for consideration approval of an appointment to the Parks and Recreation Advisory Board to complete a vacancy. Ms. Kissler moved to appoint Linda Kindred and Mayor Morris seconded the motion, which passed unanimously. Mayor Morris introduced confirmation of the City Manager's appointment to the Personnel Appeals Board. This item will be considered by the Council on March 27. Mayor Morris introduced for consideration a public hearing to consider amending Appendix A, General Zoning Ordinance of the Code of Ordinances, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING APPENDIX A - GENERAL ZONING ORDINANCE OF THE CODE OF ORDINANCES OF SAID CITY BY ADDING A DEFINITION FOR BED AND BREAKFAST INN; MODIFYING THE DEFINITION OF HOME OCCUPATION; UPDATING THE LIST OF ZONING DISTRICTS DESIGNATED; CHANGING THE ZERO LOT-LINE DWELLING DISTRICT DESIGNATION FROM ZL-1 TO ZL; DELETING SUBSECTION 25(D)-M SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT; ADDING "P" AS THE LETTER DESIGNATION FOR THE PUBLIC AND INSTITUTIONAL DISTRICT IN SECTION 26; ADDING "BED AND BREAKFAST INN" AS A PERMITTED USE IN A COMMERCIAL DISTRICT; DELETING A DUPLICATE PROVISION IN SECTION 32(B)- LIGHT INDUSTRIAL DISTRICT; RENUMBERING THE REMAINING PARAGRAPHS IN SECTION 32(B) IN PROPER SEQUENCE; ADDING A NEW SET OF SPECIFIC USE PERMIT CONDITIONS FOR CHILD DAY CARE AND BED AND BREAKFAST INNS CONDUCTED AS HOME OCCUPATIONS; MODIFYING SECTION 36 - SUPPLEMENTAL AREA REQUIREMENTS; ADDING OFF-STREET PARKING REQUIREMENTS FOR VEHICLE SALES AND RENTAL BUSINESSES; CLARIFYING THAT PARKING LOT PAVING REQUIREMENTS APPLY TO DISPLAY AREAS FOR THE SALE OR RENTAL OF VEHICLES; SPECIFYING THAT STANDARDS FOR HANDICAPPED PARKING SPACES BE * Messrs.
