Hankins <br /> Assistant City Attorney Gayle Grassle <br /> Director of Engineering Steve Jenkins <br />Also Present: Bob Barton, Henry Kyle, Chris Luna, Sr., Mike <br />Zimmerman, Rachel Vasquez, Melissa Millecam, Danny Dever, Mark <br />Lambdin, Jenny Kile, Richard Dotson, Mike Wood and others. <br />Mayor Morris called the meeting to order at 7:30 p.m. <br />Mayor Morris introduced for consideration approval of two <br />appointments to complete vacancies on the Historic Preservation <br />Commission. No names were submitted for a citizen of San Marcos <br />who has demonstrated an interest in the history of San Marcos and <br />of a Planning Commission member to serve on the Historic <br />Preservation Commission. The Council requested an item be placed <br />on the Planning Commission's agenda to discuss the Council's <br />desire that a Planning Commission member continue to serve on the <br />Historic Preservation Commission and to reschedule the two <br />appointments for the Council's next meeting March 27. <br />Mayor Morris introduced for consideration approval of an <br />appointment to the Parks and Recreation Advisory Board to <br />complete a vacancy. Ms. Kissler moved to appoint Linda Kindred <br />and Mayor Morris seconded the motion, which passed unanimously. <br />Mayor Morris introduced confirmation of the City Manager's <br />appointment to the Personnel Appeals Board. This item will be <br />considered by the Council on March 27. <br />Mayor Morris introduced for consideration a public hearing to <br />consider amending Appendix A, General Zoning Ordinance of the <br />Code of Ordinances, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING APPENDIX A - GENERAL ZONING ORDINANCE OF THE <br /> CODE OF ORDINANCES OF SAID CITY BY ADDING A DEFINITION FOR <br /> BED AND BREAKFAST INN; MODIFYING THE DEFINITION OF HOME <br /> OCCUPATION; UPDATING THE LIST OF ZONING DISTRICTS <br /> DESIGNATED; CHANGING THE ZERO LOT-LINE DWELLING DISTRICT <br /> DESIGNATION FROM ZL-1 TO ZL; DELETING SUBSECTION 25(D)-M <br /> SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT; <br /> ADDING "P" AS THE LETTER DESIGNATION FOR THE PUBLIC AND <br /> INSTITUTIONAL DISTRICT IN SECTION 26; ADDING "BED AND <br /> BREAKFAST INN" AS A PERMITTED USE IN A COMMERCIAL DISTRICT; <br /> DELETING A DUPLICATE PROVISION IN SECTION 32(B)- LIGHT <br /> INDUSTRIAL DISTRICT; RENUMBERING THE REMAINING PARAGRAPHS IN <br /> SECTION 32(B) IN PROPER SEQUENCE; ADDING A NEW SET OF <br /> SPECIFIC USE PERMIT CONDITIONS FOR CHILD DAY CARE AND BED <br /> AND BREAKFAST INNS CONDUCTED AS HOME OCCUPATIONS; MODIFYING <br /> SECTION 36 - SUPPLEMENTAL AREA REQUIREMENTS; ADDING <br /> OFF-STREET PARKING REQUIREMENTS FOR VEHICLE SALES AND RENTAL <br /> BUSINESSES; CLARIFYING THAT PARKING LOT PAVING REQUIREMENTS <br /> APPLY TO DISPLAY AREAS FOR THE SALE OR RENTAL OF VEHICLES; <br /> SPECIFYING THAT STANDARDS FOR HANDICAPPED PARKING SPACES BE <br />* Messrs.
