Systems Ramona Brown <br />Also Present: Rachel Vasquez, Gayle Grassle, Vicki Hardin, <br />Bill Coddington, Jim Gandy, Jake Sullivan, Melissa Millecam, <br />Jenny Kile, Larry Brinkmeyer, Jane Wilson, Dan Gibson, George <br />VonderLippe, Janace Wade, Patti Wenk, Ralph Gonzales, Richard <br />Dotson, Jerry Romero and others. <br />Mayor Morris called the meeting to order at 12:00 Noon. <br />Mayor Morris introduced a public hearing on an Annexation <br />Ordinance, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ANNEXING TO SAID CITY ~ TRACT OF LAND CONTAINING <br />110.859 ACRES, MORE OR LESS, FRONTING ON THE SOUTHEAST <br />RIGHT-OF-WAY LINE OF INTERSTATE HIGHWAY 35 IN HAYS COUNTY, <br />TEXAS, SAID LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL <br />JURISDICTION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY <br />BOUNDARIES; APPROVING A SERVICE PLAN FOR SAID TRACT; <br />EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE <br />SAID TRACT; GRANTING TO THE INHABITANTS OF SAID TRACT ALL <br />THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF SAID CITY; <br />BINDING SAID INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, <br />RULES AND REGULATIONS OF SAID CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mayor Morris opened the public hearing and asked if anyone wished <br />to speak for or against the annexation. Ben Walsher stated he <br />resides between Kyle and Uhland and does not want G.E. in our <br />community. He stated they will use our water and should be kept <br />off the Edwards Aquifer. Vicki Hardin stated CTEC does not have <br />a record that can be checked but Rohr and G.E. have pollution <br />violations. They have 32 toxic waste sites in this country, and <br />she does not want them annexed into our City. Bill Coddington <br />stated he is opposed to the annexation. (Karl Brown present at <br />this time - 12:13 p.m.). He stated the other entities will not <br />approve this project. He stated this proceeding would be "spot" <br />annexation. Ralph Gonzales stated he has some confusion <br />regarding CTEC and a concern regarding the components that will <br />be made and who the equipment will be sold to, such as to <br />countries in Central America, when some of our citizens have <br />friends and relatives there. He stated he remains neutral on the <br />annexation. Robert Martinez, president of TAC, voiced opposition <br />to CTEC locating here. Jenny Lindsey, a high school student, <br />asked for clarification regarding the annexation process and <br />services of CTEC and if they would provide jobs. She asked <br />questions regarding pollution. George Boeker advised the City <br />has an Industrial Waste Ordinance wherein businesses have to be <br />permitted in order to discharge wastes through the sewer system, <br />and this discharge is monitored by the City. Web Brennen stated <br />he has past experience with chemicals in the Houston area, and <br />* Mr. Guerra was not present at this meeting. <br />** Mr. Brown was present at 12:13 p.m. <br />
